I know this guy was from the former Soviet Union, and when the USSR broke up he had the connections to hit the ground running and sell weapons all over the world. From what I understand the bulk of his business was to nations that had international arms embargoes against them, like the countries in African engaging in genocide. That's what sets him apart from other arms dealers. Along the way we probably warned him repeatedly to stop, to quit while he was ahead and he didn't listen. While other nations took no action against him, and UN didn't seem inclined to step in, we finally took action to take him out of circulation. Other people will try to take his place, but with him as an example, they'll be more likely to listen when we tell them to behave.
