NBC exclusive: Confidential U.S. report details Mumbai attacks

In a password-protected document, officials connected to the State Department report that some of the Mumbai terrorists reportedly were trained by the Lashkar-e-Tayyiba terrorist group, with "camps located in Mansera and Muzzarafabad in Pakistani-administered Kashmir." The 10 terrorists behind the Mumbai massacre "spoke Punjabi" and were of "likely Pakistani origin," the report said.

The 17-page report was written by the Overseas Security Advisory Council, a public-private group that serves as the liaison between the State Department and multi-national corporations. The report is not an official State Department document, and says it uses both "embassy reporting" and press accounts to substantiate its analysis of the deadly attacks.

NBC News obtained a copy of the PowerPoint presentation, which is distributed in password-protected form to clients of OSAC. On its website, OSAC describes itself as "a Federal Advisory Committee with a U.S. Government Charter to promote security cooperation between American business and private sector interests worldwide and the U.S. Department of State."

The Dec. 1 report said that the 10-man terror team chartered a cargo ship out Karachi, and then hijacked a fishing trawler. The group then used inflatable rafts to get to the Indian coast, where they split into four teams. While firing at civilians and lobbing grenades in multiple locations, the report said, the terrorists at one point stole a police van and used all the panic and confusion to attack the Jewish center in Mumbai.

"Attackers came through back entrances and shot indiscriminately," the report said.

It quotes local police as having said that the terrorists were "very familiar with layout" of the hotels and public buildings they attacked and "may have checked into rooms prior to get lay of land." They also "may have pre-positioned supplies and weapons in rented rooms."

The attackers are believed to have trained for a year," focusing on small arms tactics, marine assault, close quarter fighting." The terrorists had "false identifications," the report said.

The lone surviving terrorist, identified as Ajmal Amir Kasab, was "trained by Lashkar-e-Tayyiba according to press reports." The report added that his "fellow team members spoke Punjabi" and were of "likely Pakistani origin as well." The presentation said Kasab "booked a room and stocked" it with supplies days before the attacks. He had "a Mauritius ID." It was "unclear if he did this and then went to back to Pakistan," the analysis added.

The report does not make clear which sections are attributed to media accounts, and which sections come directly from "embassy reporting" out of India. An e-mail to the report's author, a State Department official, was not immediately returned.

India has a long history with pakistan which is harboring terrorist for a very long time and its only unfortunate that india has not acted strong earlier and taken out suspected groups or location in pakistan and because of which the voilance continue to increase in india.
India should first stop external terrorists from attacking and destroying india and then go after its internal people who are creating disturbance.
Whole world had realised and Mumbai incident was the point to prove it.

 It is high time we realized that this terrorism is a global issue and not just a US/Indian/Pakistan/Israel issue. This has no borders, no religion and definitely no winners. So, instead of focusing what somebody did or did not do in the past, the governments, media and other influential people need to step up.. Indian government works with Pakistani government to weed out terrorists in their states and vice versa. US/Pakistan intelligence helps their counterparts and vice-versa..
Unless the whole world comes as one, this problems will never be solved and terror will still reign irrespective of where you live..
There are many different perspectives and lenses that one can adopt to dissect this latest wave of violence, but try this lens....
how would you feel if you have a home that gets invaded by someone who strips you off its wealth and makes you a servant/slave in your own home and then someone else comes along who makes everyone there a slave and strips all of their wealth, but before departing decides to break the house in two parts for the original owners and then the second guest. The second guest claims to have ownership over the house which was never theirs to begin with. Anyways, the original owners painfully agree to the terms and the house is split. The first guest does not get what they see as a "prize possession" and forever hold their grudge. They decide to never allow peace and prosperity to establish in the original home and become the nasty neighbors. They become a home for only one type and are unable to establish a sound leadership meanwhile the neighboring home tries its luck with many brakes and hurdles to get past and reach success and prosperity. The original home keeps its heart open for those that live within, but of course when there are so many different ideologies, languages, faiths among its residents there are bound to be conflicts. Nonetheless the road to success remains the objective despite the infighting and accomplishments are made. However, the first guests are unable to get past their greed, hatred, and insecurity so they train their young ones to fight "holy wars." The so called trouble makers get out of hand and begin to create nuisance not only in their neighbour's house but everyone else and their own. There are "fatwas" on whoever opposes their beliefs or speaks against them and the somewhat moderates fear to speak their minds. The rampage continues and will continue as they fault anyone who is unable to protect themselves from their wrath and for standing up for freedom. They wish to impose their ideologies and conquer the entire neighborhood through procreation and violence.

Though I find this article interesting and informative, I find it quite disturbing that NBC published the "password protected" information from the Overseas Security Advisory Commission. Popkin mentions that the information came from a password protected presentation several times - clearly he is bragging about his inside sources.  Where is Popkin's use of rational judgment?  What an idiot, and NBC should be fined or sued (by Overseas Security) for obtaining distributing documentation and information that it clearly is not supposed to have.  This should not surprise us that the mainstream media does this.  Does anyone recall the New York Times publishing battle plans and tactics of the U.S. military during the Iraq war despite repeated demands by the State Department and the Department of Defense that it not do so?  And I can't figure out why the NY Times was not fined, and its editor thrown in jail.
 And for those of you calling for "moderate" Muslims to condemn the attacks, and to inform the public that the Koran does not condone violence - don't hold your breath.  Have you ever read the Koran?  I think not, otherwise you would not make such an ignorant statement.  The Koran clearly calls for those who do not convert to Islam to be put to death.
I cannot believe I read some comments blaming the victims (India). It is time the Pakistanis and the Moslem World condemn this act and join the civilized world.

The best police force in the world cannot protect 100% of the people 100% of the time.  Even in the USA, the courts have held that the police have NO OBLIGATION to protect any individual citizen.  How much pain and death can be inflicted during the usual 10 minute to half hour delay between a 911 call and the arrival of police?  In India, as in most of the former British colonies, guns are outlawed.  The "security guards" at the hotels attacked had no guns!  How can they be expected to provide any security?  Evil people will do what they do, and the only protection you can count on is what you provide for yourself.  The authors of the second ammendment were far wiser than a lot of talking heads today!

Unfortunately, most American citizens have already allowed themselves to be as disarmed as the victims in Mumbai.  When such an incident happens here instead of seeing the fallacy of "gun free zones - terrorists welcome", it will be used as another pretense to further restrict 2nd Amendment rights and leave Americans even more helpless (you just can't trust them anyway, right?).  Perhaps Mr. Popkin can share more secret plans to make these criminals more efficient when they come for us again.
India needs to do a near miss like we did. Attack Venezuela because its across the ocean and has a dictator. No use to attack Pakistan, like we missed and attacked Iraq instead of Saudi Arabia where 9 of the 11 hijackers came from. No addition to axis of evil as no more GW. The real method to liquidate terrrorist wherever they spring up is to make an international agreement that families of terrorist are to turn themselves in to the local embassy of whoever they attacked. If not we wipe out their family(s) within 24 hours until all terrorist seed is gone. Thats how Magua ( Last of the Mohicans) would do it.

61 years ago, India cut off a piece of itself and gave it to Muslims because they wanted a seperate home for themselves.  Now do you want India to keep cutting itself and give away a new Pakistan every time muslim population in an Indian state grows and attains "Muslim majority" status. Friends,you need to study the history of India from Mogul invasions to Britsh colonization of India and partition of India. You have not witnessed the blood shed of 1947 and 1980s. The acts of terrorism had been carried on by Political Muslim fanatics not the mainstream humane (muslims). Billions and billions of tax payers' dollars paid by USA to Pakistan to combat terrorism, fight the Taliban, Al Qaeda and get Osama bin Laden in  the last few years have mostly gone into foreign bank accounts of military brass, politicians, and ISI shadowmen.  So when Pakistan says they will move the troops to the Indian border instead of fighting the Taliban and Al Qaeda, I want to ask them "what have you been doing all these years and what have you achieved?"

Pakistan has failed as a nation. It was created as a result of power struggle because Jinnah wanted to be the PM of India after independence..once the movement started there was no stopping it.  All the politicians in the forties were responsible for the break-up of British India. As Muslims wanted a country of their own, how they number almost equal and better off in India than their Pakistani brethren and are very loyal to India?
So many bombings and wanton killings in Kashmir, NEFA/Assam region, Naxalites, fanatic Hindu's attacking helpless Christians and Muslims, Muslim extremists killing Hindus...all the while politicians actually nourishing these  human tragedies...is this what the world's largest democracy is all about?

I would recommend a long term plan through worldbodies (this time) to unify and federate India, Pakistan, Bangla Desh (India helped create it), Ceylon, Nepal, Bhutan, Maldives.  Different races and ethnic groups have now formed the 26 nation European nation, took them some forty five years from the original six.  Germany isunited.  So is Vietnam.  Question oftime before Korea unites when the Beloved Leader departs. Nafta is already operational.  Cafta is in the making.  African Union will get there one day.
Just imagine: money spent on all those embassies worldwide by the South Asian countries can be better utilized to increase supply of clean drinking water to millions.
By the way, who is speaking for the hundreds of innocent people who have lost their lives in Bombay (Mumbai) Ahmedabad, Delhi, Karachi, Barcelona, London, New York, Bali, Breslan, Moscow...the list is endless.
I for one, would forcibly disband the nefarious forces that play their proxy game through the Taliban, AlQueda, Jaish, whatever, Saudi finances not withstanding.
While I would have never thought I would re-reply to this blog, it is apparent that some don't understand the magnanimity of this dilemma.  This is about a religious base, of uneducated, poor, downtrodden masses who are being subjugated by the Imams, sheiks, and other 'brothers' in the name of a religion.  This is NOT specifically about the Muslim religion,  but about ALL fanatical organizations.  Now that another country has been attacked, who can honestly say they: "Didn't see it coming?"  The SAME issue happened in WW2.  The Japanese politicians 'hijacked' their political system (the emperor, and the royal line) and used the fanaticism to their advantage.  The Japanese masses were mesmerized by the fervor.  The politicians/military used this as the means to their end.  It was only by shear overwhelming force that we ended that ridiculous war, and the false pretentious activities of the Japanese.  Once we finished them, then we went in, and resurrected their whole political and economic system.  As with WW2, this will only be settled once SOME power wins the absolute domination over this fanatical ideology.   Sound simplistic?  yep.  But, it's the simplest things that are sometimes the hardest to figure out.  How many people responding to this have said; "Just sit down with them and help them solve their problems."  Some of these people actually think you can reason with these ideologues.  NOPE, Impossible. Anyway, getting to the point, I do feel the solution to this act of terrorism is certainly not war. As a peaceful Indian, I condemn war.

India is responsible for its own security, and any lunatic could take advantage of such shocking lapses in security. Indian security and intelligence needs to be improved considerably. And civilised nations should use their intelligence and diplomatic relations to work these problems out.

I don't want to sound naive, but I feel war is never an answer.
I'm indian... i have family in mumbai, my mother is there for a wedding, my american friend flew there for a seperate wedding... so her are a few things i'm concerned about...

1) we have an elite comando force that looked lost and confused??? not so elite are we?
2) ten people took 18 million by storm? it's a rhetorical question indian/pakistani people. look the word up. YES THEY DID. they showed it all on TV! All the activities done by these "terrorists" and one is not caught in time. That 1 is always shown as a flaw or some huge mishap, as it was in the US, as it is in India today. there are ALWAYS ones that "get through the netting." But how could india call it their 9/11?!?!
3)people like chohan in Texas are asking for proof. i guess several different countries Intelligence agencies coming to the same answer is not proof, nor is the self proclaimed pakistani telling the indians what happened?!?!? you can't blame a country, i don't think you're interpreting it correctly, but rather, we are blaming the people who casue this terror. the same people you are providing safety to, within your country and borders.

4) shouldn't we the US, stay outta this, before all of a sudden, there is war and our boys are sent there. just bring our boys home, protect our borders. Pakistan only cares for itself, it hasn't helped us crack down on any terrorists. And we're surprised?!?!?! we need to stop giving them money and weapons too, stop acting all innocent.

First of all, condolences to the bereaved families.

Next, I would like to put all this talk about Pakistan and India into perspective. I am an Indian, born and bought up in India and fortunate enough to have interacted with Pakistani nationals during my stay in the UAE (Dubai). I can state that some Pakistanis were my best friends during my stay - we helped each other. It is only natural, because we share a common culture and common family values, though we are divided on religious lines.

I certainly believe that no ordinary person, Pakistani or otherwise, would ever perpetrate or aid such an act of violence. I firmly believe that religious fundamentalists (these exist in every country, every religion) brainwash or coerce innocents into killing others for their own narrow dreams of power and gain. I do not blame any religion, community or country but I do blame fundamentalists who plan and perpetrate such attacks on the world at large.

Humans are the only species on Earth who kill their own kind just because others do not share in their beliefs. They do not kill each other for food, for territory or mating rights, but kill (and attach a "Godly" significance to such killing) for beliefs.

A very sorry state of affairs for humankind. Shame on the attackers and their well-wishers, whoever they are, wherever they are.
It breaks my heart to see the orphaned Jewish boy crying for his mother.  I don't care what your situation is at home, how can anyone kill innocent people like that?  In my lifetime, I've met many Indians and Pakistanis.  Honestly, they both seem polite and peaceful, and I can hardly tell them apart.
Pakistan is like the prodigal son,they squandered all that India has given them and now they are envious of India's successes.India gave up its lands and created Pakistan for peace,whom they see as brothers but the Pakistanis see Indians as enemies,how sad.Remember India was the first to help when earthquakes hit them.Pakistan need to do a little soul searching.
Pakistan does not have the means to fight directly with India, hence this gorilla tactics; What is needed is a firm resolve on part of the indian politicians and public to strike back. Start bombing the targets,hideouts by air and missiles in the same fashion as US does currently in West side of Pakistan-Afganistan border. They will back off or worse perish. How much hue and cry has been raised against the massacre of Muslims in India on a daily basis at the hands of Indian RAW, intelligence and Military in Kashmir, in Gujrat, in the rest of India. How many times Manmohan SIngh, Parnab and for that matter any Muslim world leader or in general any world leader have said they are deeply diturbed with this indiscriminate killings, massacres, acts of terror unleashed against unarmed, defenceless, innocent civilians.  THats where the real problem is once these peaceful people are treated worse than animals in their own countries by their own governments by their own police and military who is supposed to protect them, then as a reaction to the closed eyes of the civilized ones elements rise from among these HIGHLIGHTING their ordeal to the world because for us all reading such news, or watching them on TV is no mroe than a Bollywood/Hollywood movie. Is this justice, humanity or civilization? The figure in Kashmir alone is over 70,000 dead massacred. Do we label Indian government as sponsors of terror. Are the muslims living in India less humans than those killed in Mumbai. Karakare knew the truth behind this and he was so neatly eliminated. No doubt, attacking civilians and taking innocent lives is a heinious crime...
People condemn these attacks and call it 'cowardly'...Indian government make statements like we will root out terrorism, hunt down each and every one etc. Even though these are daring statements, it is impossible to root out attacks on civilians unless India does the following
1)Declare autonomy and free Kashmir (and also not to give it Pakistan)
2)Provide security to the minorities especially Muslims

70% of terrorism will be over if Kashmir is left alone, rest of attacks will be definitely be over if minorities are protected.

Even if India beef up security 100 times without resolving the above, attacks may continue and many more innocent lives will be taken by terrorists.
The Mumbai incident is a wake up call for the world. While I do not blame the involvement of Pakistani government in the incident, it is completely evident that it has no control over its homeland security-and totally helpless in its combat of terrorism. The weak civilian Goverment is too weak to take any decisive call on terrorists.
The Pakistan military itself is the source of rogue elements. The nuclear Pakistan is therefore a very big threat to the world. A direct military action by India together with UN might trigger this monkey state to use the nuclear power indiscriminately and could be a strategic blunder. Therefore, the weak Pakistan government has to be strengthened. And how to do that is big question. All the billions of USD that Pakistan received has either been burnt in military or largely gone into destructive usage. It is the time that world recognises Pakistan as a deeply troubled state with a potential to trigger indiscriminate nuclear war- not out any malintention, but by its inherent weakness for terrorism.
This is truly both a tragedy and a fiasco on many levels, and no single party is to blame.  It is a hard lesson, but we all must learn it and learn it well.  When the world becomes further divided because of horrific events like this, the groups that perpetrate such heinous acts are the only victors.  Until we can learn to see the light, and co-operate as one world to stop what has truly become a global threat, everyone will be simply struggling in the dark.

Kashmir is an Indian state, it has given a good chunk of it to Pakistan during the 70's as a war peace treaty. Pakistan cant expect more, should be satisfied with what it got.
India cannot declare autonomy to Kashmir, then Kashmir becomes a pure terrorist state. Its only a pakistan tactic to grab more of kashmir.

What security does the muslims need in India, they are treated equal they are respected well and their rights are well protected in India. What are you talking about, are you crazy ??
India had muslim Presidents, Prime- Ministers, Chief ministers, State ministers, Governors, Police chiefs, military officials, bollywood actors, famous singers who are well honored like mohammed rafi, big businessmen, what more do you need, you need to know more muslims in India, look at a broader perspective rather than seeing the poor segment of the population.

I am from Pune, the city near Mumbai. It was a terrible tragedy and I would not forget it.
If Pakistan is behind this, action have to be taken, but as an Indian what I think is Indian Government need a reality check over Corrupt Politicians, Overexcited Media and Intelligence agencies failure.
Salute to all martyrs who lost their lives protesting us.
Clearly there is a link which shows Pakistan has involved. Consider this. Say for example the terrorist are Indians then from where they got the arms and training. its obvious. People don’t know about Indian history should not speak. People who talk about Mr.Modi and babri masjid demolition should read the Indian history first. Under the Muslim rule countless number of temples where destroyed, countless number of Hindus where killed. At the time no media was there. So we dint feel the pain. But till today you can see the scares when you visit the old temples. Thousands of temples where demolished many idols where defaced. Most of the invasion on India was by Muslims. Still it continues. How many Hindus were in Kashmir. What happened to them?? Where they went?? They are in refugee's inside their own country. Who has done this? Now they are shouting against the Indian army. Where were this people when the Muslims attacked this Kashmir pundits? What sow what you reap.

I'm not supporting anyone here. Mistake is mistake. But everyone cant think like this. You call a religion as "Religion of peace" and people from the same religion make people suffer. Mr.Modi has done it in Gujarat against whom? Muslims! Hindu Muslims violence is not new in Gujarat. read the history you'll know how Muslims treated the Hindus there. I'm not telling all the Muslims were bad. Many people are good but because of few people the entire community people are getting the bad name.

So what can be done? Muslim leaders try to educate the young ones. Don’t sow hatred in them. Accept the flaws and try to correct it.

Before accusing Raj and the Indians, Please make sure you have the facts correct. Before the Gujarat Massacre, the Muslims burned a train full of Hindu Pilgrims ( unaremed women and children), do you expect the Hindus to sit quiet whn the Cowardly world sits and does nothing. You guys only spread lies. Look at the world over Muslims kill every one who is not a Muslim. Even in Ygoslavian neghbourhood,More orthodox Christians were massaccred than the Muslims.
Almost invariably, people who take part in such inhuman acts are those who feel their life is worthless. They are born in miserable conditions, often see their loved ones meet violent ends and are easily indoctrinated by those who give them a sense of purpose for the first time in their lives. As long as the powerful nations on Earth continue to kill and subjugate others, this cycle of violence will not stop. It is time to try something new in Palestine, Iraq, Kashmir and coutless other breeding grounds of terror. Stop the oppression, have transparent and fair trials, give people jobs so they have some self respect, and you will see the extremists loose support very quickly. Otherwise it will be revenge and counter-revenge for ever. How can you win against those for whom death is the best alternative? In this blog I have seen words like "annihilate", but remember, for every innocent life you take you are creating ten monsters.
Personnaly, if India and Pakistan with to kill each other, I say let them.  I'm tired of the world expecting the United States for fix their problems and do nothing on thier own.  We tried to help the Iraqi people fight a tyrant and we, the United States, are racked over the coals.  Like WE started that mess.  Yes, we supported Obama... er... I mean Saddam, but he was fighting a war that was just.  And here we are, years later, paying for that support.  The US needs to STOP fighting everyone else's battles.  If India has issues with Pakistan, then they should fix them.  If Pakistan can't work with India, then so what?  Not the US's problem.  Let France or Germany do something.  Have Brittian send troops over, or Canada.  Let Brazil or Venezuela get involved.  And if the US does intervene, I say, payment up front... not freebies...
hi dear readers,being a muslem and citizen of pakistan i really condemn this barbic act which is totally inhuman.by throwing the blame or malining the pakistan with out any worthy evidence does not make any sense.unfortunately like india , pakistan is hetrogenious country in terms of sectarianism.Having low literacy level and poverty,people are forced to be manipulated and expoilted. USA has used them as toy in combating the Russia in Afghanistan by providing these men now known as terrorist full weaponary and finances,Now all of suddan USA call them terrorist and ask them to surrender is complely insanity. we are the most victim of this  malice.due to political hikes,power lust and miserably mishandling of politicians , my countary my countary has reached to this plight,alas.but as common pakistani these terrorist can not be called a muslim and pakistani.islam and pakistan does not support them. let us stop blaming each other and eschewing the responsibility of failure. let us analyse the causes,purposes and measures to combat these terrorist together and make our region peaceful and that is what our religion teacher us. but mind you that our whim of peace sould not be considered as our weakness.take care
