DHS warns of potential terror attacks on public buildings

The Department of Homeland Security (DHS) today issued an analytical "note" to U.S. law-enforcement officials cautioning that al-Qaida terrorists have in the past expressed interest in attacking public buildings using a dozen suicide bombers each carrying 20 kilograms of explosives.

Authors with the U.S. Office of Intelligence and Analysis added that they have "no credible or specific information that terrorists are planning operations against public buildings in the United States." The DHS analysts--after coordinating with the FBI Threat Analysis Unit--said they were releasing the note because "it is important for local authorities and building owners and operators to be aware of potential attack tactics."

According to the note obtained by NBC News, a "recently discovered audio recording of al-Qa‘ida training sessions conducted several years ago provides instruction to potential suicide terrorists on seizing a publicly accessible building and damaging or destroying it with explosive charges."

Among the materials on a CD–ROM seized earlier this year by Belgian authorities and provided to Interpol, the note said, "is a detailed audio explanation by now-deceased senior al-Qa‘ida operative Yousef al-Ayeeri of a method taught in an al-Qa‘ida training camp for attacking a publicly accessible building. Interpol believes the Arabic-language recording was made shortly before al-Ayeeri’s death in 2003."

The Audiotape:
The DHS said al-Ayeeri's five-year-old audiotape walks potential suicide bombers through the following scenario:

"Once a target is selected, al-Ayeeri recommends assembling a team of 12 individuals, each armed with an assault rife and grenade and carrying approximately 20 kilograms of explosives. The attackers are to storm the building, seal off escape and access points, and occupy it long enough to set and detonate their explosive packages. Al-Ayeeri stressed the importance of carrying out these steps before law enforcement can respond, even if notified early in the attack. He assumes the attackers will be killed during the operation," the DHS note said.

The instructional audiotape continued:

"Al-Ayeeri believed attackers would be able to enter many publicly accessible buildings easily with little or no resistance from often poorly trained and lightly armed or unarmed security guards, and that an explosion from inside the building would be particularly effective."

In the unclassified report, the analysts added that, "if each of the 12 attackers’ 20 kg charge is combined into a single large bomb, it would have more explosive power than the truck bomb used in the 1983 Beirut Embassy attack. Terrorists to date have not conducted attacks on public buildings using the full range of tactics covered in al-Ayeeri’s training."

Since 9-11, the FBI and DHS have issued hundreds of similar warnings and bulletins to law-enforcement officials, cautioning them about potential terrorist attacks. Critics have said that some of the scenarios seem implausible, including warnings about teams of scuba-diving bombers and terrorists' use of prosthetic devices that would allow women to hide explosives in devices “that mimic the look of a pregnant woman.” Law enforcement officials have responded that there's a need for aggressive intellience sharing--one of the lessons learned the hard way after the 9-11 terrorist attacks.

The only thing we should be terrified of is Sara Palin and John McCain.
My what a terrifying thought.
Terror has always been around since man learned to kill one another; normally in the name of religion. Check your history facts before you spout there is a "new war."   Yes we can fight it but we will never stop it.  I believe in the FBI/CIA/ and all US Armed Forces. (I was one and always proud)  If we could have won this war it was needed to be fought on a battlefield, not in homes, caves, etc. In fact it was a huge miscalculation and has only stirred more of the same from the ignorant people who learn to strap a bomb on their belt. This is why we will forever see alerts like this one and yes, someday it will probably happen. As long as their is poverty, there will be terrorism.  That's the point people in power "with money" never seem to understand, Republican or Democrat. So instead of fighting poverty we spend our money on wars which constantly fuel the status quo and a lot of nations war machines.
Speaking as a Republi-Crat ... I am proud of Sen Biden and Gov Palin's son's who are both representing their country.

If you had family killed on 9-11 why would you ever say.."hope the terrorists find your community to bomb"  That is a horrible thing to wish or hope on anyone.. especially if you have been through it.  This is America and everyone is entitled to their own opinions, this is a FREE country and I believe it is an insult to our military who has so bravely fought for freedom including the right to freedom of speech. Whether we agree or not on the war on terror, I think we all agree and our extremely grateful to the men in Iraq and Afganistan that put their lives on the line so you and I can say whatever we want.. so we can be FREE!!!
This warning isn't a ploy by the Republican Party as a scare tactic. I think the country should be warned but the mistake is telling on the Net how to carry them out (bad judgement on the part of the writer). The warning should have been enough to let the country know of the threat. We should all pay attention to these warnings no matter how negative they might look. One of the biggest threats to the United States from terrorist or radical extremists is running on the Democratic Ticket for the Presidency (Barak Obama).
Could be true yes, but no party wants such a thing.  Useless is definitely not the case though.  Believe me the Democrats don't want something like this and that is just a foolish statement.  Keep in mind the slander the Republican party is pushing  currently to get any kind of step in the right direction.  Is it a wonder why people question this now?  If they're willing to slander and lie to win, they would definitely push out something like this.  A fear tactic helped their cause before, so why not now?  We were brought into this mess in Iraq with lies,  so anything is possible now and I wonder why you would question such antics based on previous experiences.  Don't live in denial, because we're all americans and need to stick together.  Bad is bad and the facts are that there has been deceit for what might appear to be financial gain for large corporations.  We'll never live another day after 911 not being at some sort of risk.  Some group of terrorists did this before and yes it could happen again.  Bad people are out there and some of them are not who you apparently think they are.  The parties will fight for the right to represent us for another four years, but we're adults and should think logically rather than choose party lines over facts and realistic assessments.  The Democrats are not useless, it's the internal fighting that is useless.  True logic shows us that we took a terrible situation and pushed an agenda that is now a big mess.  I'm American, I served for our country, I own businesses and don't like to pay more taxes than I have to.  But I'm a responsible individual who knows that the Republican party at this present point is promoting fear and slander to reach their agenda.  So I choose the Democrat party over the terrible position the Republican party is pushing us into.  Remember when you were a kid and your parents told you to play nice with the other kids?  Why don't we do that now as adults and grow up and start acting like them.  Do groups we call terrorists want to hurt us?  Yes they probably do!  We've walked around kicking everyones ass so long and rubbing it in their face that they probably do.  Is that the right answer?  Hell no!  But don't be so foolish to think that the Republican party won't pull out such antics to help their cause because they did it before.  Despise the lies and wake up and smell the coffee.  I put our country first, so don't you dare say Democrats don't.  Democrats are about the people, not big business that doesn't give a crud about you or the little people who make up this great country.  I'm sure there are many great Republicans that do give a crud about the people.  But not the party in office and  the one who is trying to take office aligns with that current administration.  I bleed red, white, blue and the people that represent this great country.  I'm just worried that fear is making logical minds bring us all down.  We're all really the same.  We want our families, friends, companies and lives to be safe, complete and all have the ability to live the American dream.  So please don't push angry and foolish statements out that slander a group of individuals who live for the people.  
Election day draw's a large crowd and they have train some westners in their camps. I hope I'm wrong, also don't forget biological weapons are best use durning this time too. flu? or bio? won't know for at least a week. Sorry about the bad news. We need a strong Leader not a dasiy picker.

I am amazed at how ignorant some of the comments are here. Allow me to educate you naysayers.  I am an airline pilot probably with much more security info. than most of you morons who think this is about politics. Al Qa'ida operatives are constantly looking for our weaknesses not just here in America but abroad and if they find one they will exploit it. It's just a matter of time. Try to pull yourselves away from American Idol and learn more about who they are and what their objective is. It's about religion and they want you dead. Got that!!

Elections are near. Similar audio tapes were released just days before the 2004 elections that very much resulted in victory for Bush. I think this is all a setup by our current government to promote McCain.
The FBI is up to it's covert game operation. So you just think it's a coincidence, think again. He is the (PRS) in primetime. problem, action, solution. Your Goverment is trying to effect the outcome of the election. Wake up people before it's to late. Just look at the financial mess that the elite created for their benefit, not your. I noticed CNN has recently discovered Randy Ayers, and now the FBI has discovered a terrorist tape made by a guy who died five years ago adding the insightful conclusion, "al-Qaida terrorists have in the past expressed interest in attacking public buildings using a dozen suicide bombers each carrying 20 kilograms of explosives."  Duh, do you think?  I am sure the proximity of the presidential election has nothing to do with either CNN's 24 hour coverage of Sarah Palin's untruths and the FBI's sudden interest in domestic terrorism.    
How can the following statement be made?

It was "implausible" that multiple jets would be hijacked and flown into buildings!  It is this kind of dismissive behavior that makes us a prime trget.
Dems, lets just talk to the terrorists, after all were college educated liberals, they really love us.  Once we get Obama in office we could change the world, it will be peace and saftey, and then destruction...
Oh you folks are so funny! I wonder how families of American GI`s feel after having their young mamed or killed in hundreds of similar attacks in Iraq or similar tactics used in civilian market places around the world. I am sure they would find your comments quite amusing.
Preparedness is key to strength and safety; if we listen most of these comments we might as well open the door to our country and let Alqaeda walk right in.  
Cheney is sitting there running the country and pulling all of the fear tactic schemes he and Karl Rove can come up with.  That is all the Republicans have been doing for the past 8 years.  Ruling on fear.  They are fearful of what the Dems are going to pull up once they are out of office.

This is a simple ploy obviously set up for the election. Wow, I for the life of me cannot beleive americains on a whole are sooooooo naive. It is amazing that there has been NO credible threat in what seems like for ever but now that you are weeks away from a monumental election, an election that if it goes the way it should will change the USA back to the way it was before that little moron from Texas  got into the big chair. I concur that the warnings are serious and firmly believe that all intelligence must be analysed and shared, regardless of how ludicrous it seems. That said, it seems this information has been available since 2003, so I feel I must ask, why are they sharing it now? Even taking into account researching and corroborating the information, the lag in receipt and release as an "analytical" note to first responders is worrisome. Also, if no credible information about the timeliness of an attack is available, how does this fall under the rubric of "aggressive" information sharing? I hate to speculate on the motivation of the authorities, but the timing of this release harkens to the many terrorism scares of the Kerry campaign in 2004 and the much-storied variability of the threat level colour board and how it often corresponded to how poorly the Bush administration was doing that week. As an aside, to all those that consider the skepticism of some of the posters an indication of the weakness of Democrats against the fight in terrorism, I have a question and an assertion: why presume that those who greet this release with the critical thinking skills necessary to assess information accurately are Democrats simply because they don't immediately run to the hardware store to buy plastic wrap and duct tape and if you doubt the ability of a Democratically-led administration to fight terrorist threats please keep in mind that a Republican was not in the White House when the many terrorist plots timed to coincide with New Year's festivities around the world in 2000 were foiled through "aggressive" information sharing and superiour intelligence work by Americans and foreign allies alike.
I think gov.would raise the alert level if they had hard facts for an actual attack.Until that happens its just a political manuver.We would have more media involved if this was a viable threat.
Funny how the Bush Administration always try to scare us aruond elction time.  
Having served in the military and now being a member of the law enforcement community I can say that we need to take these things seriously.  Your average cop carries a small caliber pistol and just enough ammunition to get his butt to safety if the crap hits the fan.  We need to take another look at public safety and come up with another model.  Why is the rest of the world carrying MP5's and other sub guns and were still clinging to the officer friendly look putting our officers and the public in general at risk?  This isn't Mayberry anymore and we need to adapt our 1st responders to this age.
They can't do anything about it anyway, it's like trying to find a needle in a hay stack.  Do you all know how many public buildings there are in the US?  So what's the big fuss about.  Our nations security is good, but they are not that good.  That's like trying to say that there is the possibility that someone will get hit by a car in the near future.  No use in making a big fuss about it, unless we want to turn the US into Iraq and set up check points at ever street corner in every city of the whole country.

While I agree that we should all be informed of potential terror threats, I must concur with Bill DeStefano, Syracuse, NY on this one.  Terror threats and the color code level was every day news leading up to the 2004 election.  It hasn't been broadcast nearly at the same level since, if at all.  We're not stupid, media and elected officials.  We can smell the skunk before we see it.  You continue to STINK at informing and leading us.  
The remark "mccain" made about religion killing, and Catholics killing during the Crusades, shows his ignorance.  Read a book, my friend.  The Crusades were a military response to hundres of years of Muslim butchery.  The Arab Muslims has seized Christian and Jewish lands, by force.  Namely, the Holy Land.  Christians were unable to make pilgrimages to holy sites without danger of being killed or captured and enslaved.  They'd had enough.  It was fully justifiable.  Of the four military campaigns during the approximately 100-year time frame, only the fourth crusade went sour.

I seem to remember a certain Republican, we'll call him Bush, who had briefings on terror reports, but the entire month preceding 9/11 couldn't be reached because he was on vacation.

I like making specific generalizations about a broad group of people, but I think it's safe to say that being Republican doesn't make you tough on terror.
Yusuf al-Ayeeri was the first leader of Al-Qa'ida in the Arabian Peninsula and he still has quite a few fans among European Sunni terrorism sympathizers. The Yemeni anglophone Anwar al-'Awlaki endorses al-Ayeeri's "Constants on the Path of Jihad" to his own large fan club in the UK. Some franchophone Sunni terrorist communications have their hub in Belgium, where this al-Ayeeri CD was found.
Maybe if all you pro-war people didn't provoke the middle east they wouldn't want to bomb you guys so much. Promote peace dudes... seriously. I wish I were an American so I could vote. Pretty sad when Canada is having an election in 7 days and I don't care if I vote or not and that's my own country. There may be some political motivation behind bringing up these terror alerts months or days before an election, but personally I believe it is a good policy to make people aware of the possible threats to their safety, especially when there is a likely hood of many people gathering in one place, like for instance, at a polling place, for an election.  If you don’t know what to look for, how will you know when it is happening right below your nose? In New York City, or just about any other city for that matter, a brief case left unattended in a public place goes un noticed… we’re too busy to bother…in Beruit, not so likely, after all they have lived with terrorism for decades, they know the signs to look for.
There is another issue that concerns me after reading the previous posts though, this isn’t a Democratic or Republican issue... Bin Laden himself has said it makes no difference who wins the election... in his eyes one is as bad as the other, it’s not the Republican, or Democratic party that the terrorists are angry with, it’s the Policies, and the way the United States Government has treated the Muslim countries/community's for decades, and If I’m not mistaken there have been both Democrats and Republicans making the policies for our government since it’s creation.
Why can’t you people see the big picture? Did you not pay attention in your history classes? This "War on Terror" started a long time before Bush or 911. Do a little research, dig a little deeper, there’s more to the storey than you think. True, some of the things the current administration has done haven’t done much to help the situation, but don’t kid yourself, the problem was there before Bush, and it will be there long after Bush, or McCain or Obamma are gone.
Instead of taking the easy road and blaming the current administration for everything, why not see the big picture? It would seem to me to be a better policy to understand that these “terrorists” don’t care who is in power, they don’t care which political party is represented in Washington, all they care about is the destruction of the western culture, the infidels, the United States, because as they see it "We" are poisoning their culture. Do you really believe that all this will go away once Bush is out of office? Do you think the terrorist will stop killing because we bring our troops home from Iraq? Don’t kid yourself… there were problems with the growing Radical Muslim unrest as far back as Jimmy Carter… anybody remember when the Shaw of Iran was over thrown by Ayatollah Khomeini’s regime? Wasn’t that 1979 or so?  Guess the war on terror is something new to many of you…. How short sited we are…

This is to the writer about the "catholics did it with the crusades" comment. If you ever read history, you will see the Crusades were the repsonse to the Muslims who swept through Christian North Africa, the Middle East and was in Spain, outside the ports of Italy and in Eastern Europe. Actually once again the Muslims attacked the West and the West responded.

If our law enforcement agencies ignore this bulletin, intelligence, and an attack is carried out, then people will blame our leadership, and this administration for failure to see the signs and/or ignoring threats just like after 9/11.  There is a reason why this stuff is put out folks, it's a credible threat!

In view of the fact that they "believed attackers would be able to enter many publicly accessible buildings easily with little or no resistance from often poorly trained and lightly armed or unarmed security guards", I wonder if this intelligence was shared with private sector Security Companies that stand posts in these buildings on a timely basis back in 2003?
if these treats go directly to publicly accessable buildings then why would the FBI goto  local police, shouldnt security be advised of what is going on and maybe a voleetered class where they would freely train security officers to detect, I mean really, Cops drive by places they dont stop and goto all 50 floors making sure a terrost isnt in there right?
  Police really cant protect private property, infact the only time they can stand on private property is when their called to a scene. This would just make sence and would most likely help alot.

To the independants on the board; don't take my word, look it up for yourself. Bush, McCain and Greenspan were predicting the economical disaster we're in since 2001.

In fact, Obama was a lead attorney in a class action suit against Citibank for turning down mortgages to unqualified buyers.

I used to be an independant, particularly when Kerry was chosen by the DNC....but Obama??? He is the best choice to take the Democrats to the White House?????  I know where my vote is going, along with many many fellow NYers....

He happened to say the Osama is in the mountains of Pakistan...and as far as Iraq's big oil....its OPEC that give millions to lobby Washington to keep America from drilling domestically. Who's the majority in Congress now?
Folks, this isn't NEW news. The warnings have been out for years about potential attacks on infrstructure targets. Libs habit of forgeting the past always costs them down the road in the future. Be sensible people, an attack can occur; don't we know that. To dwell on it and politicize the report is succombing to the threat of the terror; thus becoming a victim without an attack. Move on and vote on election day for who you feel will do the better job protecting your family. Simple.
