Iraq's oil wealth piling up

High oil prices mean a windfall in revenue for Iraq's government, but the Iraqis have failed to spend all that money properly on the country's infrastructure, according to new report by the Government Accountability Office. Indeed, the Iraq government headed by Prime Minister Nouri al-Maliki had almost $30 billion in unspent funds in its coffers at the end of last year.

That is in spite of the billions spent on reconstruction by the U.S. The GAO report, released Tuesday, is the most up to date analysis so far of Iraq's oil wealth and spending. It is subtitled "Iraqi Revenues, Expenditures, and Surplus."

And the GAO says that 2008 will bring record revenue to Iraq, of up to $79.2 billion in oil revenue. But inspite of all the infrastructure problems, the GAO says that Iraq's government may have as much as $50 billion unspent at the end of the year.

The GAO says violence is only one of the factor in why Iraq's oil money has remained unspent, even as U.S. taxpayer funds of almost $50 billion have been appropriated by the U.S. Congress.

The GAO's director of International Affairs and Trade, Joseph A. Christoff, says the study shows that "Iraq has to step up to the plate and spend on its own infrastructure."

From 2005 to 2007, the report found that Iraq earned $90 billion in oil sales. This year's sales may almost equal that total, a result of increased oil pumping and sky high prices.

The problem, the GAO found, was that Iraq was unable to spend it's money. It spent only 25% of what it budgeted on infrastructure, Christoff told NBC News. Part of the problem was that it did not have the staff or the systems to actually account funds properly.

Funding is urgently needed, officials have said, to build up Iraq's deteriorated infrastructure.

I want to know why US taxpayers will still be spending billions of $$$s on Iraqi infrastructure in light of billions of dollars in Iraqi oil profits this year alone! We have millions of people in this country without healthcare, proper housing and enough to eat!  It is a sin that Congress is not asking for some kind of repayment plan from Iraq.  Not to mention the billions of dollars in medical, disability and psychiatric care that will be needed for our Iraqi War Vets!  And people were saying we invaded Iraq for oil?!?!  
I love the last line....  "Funding is urgently needed, officials have said, to build up Iraq's deteriorated infrastructure."  Even though above it says they will have 50 billion just hanging out in the bank.  Way to go Bush!
well i think that they should pay us with oil to rebuild. instead of the us spending the tax payers money and then the us to spend so much on oil.
What happened to W's claims that Iraq's oil was going to pay for the reconstruction? I think most is going to Halliburton. Gotta love those stock options that rose 3281% in just one year (2005) Mr. Cheney.
I think the US government should be allowed to use that money for their war effort. It's only fair since their soldiers are protecting the Iraqi government as well as dieing there.
All i can say is wow, we have a record deficit, they have a surplus they can't even spend... 'bout time they give a little back to us to turn around and spend on them instead of taking it from taxpayers to spend on them... the $50 B appropriated can pay to our half trillion deficit, decreading it by 1/6th.. not too shabby... but it'll never happen...
Funny how my brother and friends have to serve in Iraq and risk everything they have when the Iraqis are not willing to risk. Seems like a bad deal and a sign to get out.
Awesome! We spend our taxes on "liberating" and "helping" iraq. Meantime, they are accumilating massive quantities of wealth while our own economy is going into the toilet. Maybe they should buy the U.S. and evict us all to iraq!
Let me guess, American taxpayers will be expected to rebuild Iraq after the war while our own infrastructure falls apart beneath us.
It just shows, the Iraqi's are not even willing to spend their money to improve their country.  We should get the hell out of there now, before this election so no one can use it as a political stepping stone like NIXON did.
This is beyond comment. Has America really come to this. We have become nothing more than a bad joke at this point in time. That this and the other financial atrocities are still going on leads me to believe that this country is broken and probably cannot be fixed.
All this wealth is piling up, yet they have no supplys for their hospitals, our soldiers are getting their families back home to send school supplies to the Iraqi children as well as supplies for themselves that our government won't provide. Dick Cheney is still getting a seven figure salary from Halliburton. Halliburton is the biggest foreign contractor in the Iraq re-building process. They were awarded most of their contracts without the bidding process. Where does the money go? Get a clue!
You have got to be kidding me.  We are here with a deficit and loosing US soldier lives for them to have surplus.  Take every penny from them and issue a check to every American soldier.  They can clearly make up for it in Oil revenues down the road.
Really nice to hear that, Iraq saves the money it makes and the United States pumps 50 billion into their economy to rebuild their country. It's time our government starts spending some of that money here, it's not like our infrastructure is in perfect working order. Just think how those people who lost fiends and family in that bridge collapse last year I'm sure they would liked to have seen some of the money we spent on Iraq being spent on our bridges and roads instead amd maybe those people would still be alive if they had.

When is our government going to stop being the world's savior. Most of our citizens are hard working people that are having a rough time because of our economic state and the government just keeps giving our tax dollars away to foreign countries.

I for one am tired of the state of affairs with our government it"s time we started taking care of our own, let the other countries take care of their's, sorry if they can't but welcome to the real world.
So, when will the Bush administration finally give the ailing American economy the relief we're looking for and demand a return on investment we sorely need. $80 billion surplus? And Bush still wants to use US taxpayer money to fund the Irag effort?  Where is the accountability? Let's not even consider the loss of life our brave soldiers have given, but let's at least give our reeling economy some relief. Haven't we given Bush's oil buddies enough money? Enough of this bloodbath.

All I can think of is...maybe give some of that surplus to the US...since we are going broke.
With a projected $180 billion plus in unspent funds by the end of next year in its treasury, it's time for Iraq to pay the U.S. for security services and take that chore off the back of U.S. taxpayers who are seeing their income dwindle due to inflation. We'll take it out in trade...for oil.
How about paying the US back the trillion dollars we have spent over there?
Well, why should Iraq pay for its reconstruction when the US taxpayers are footing the bill.The Iraq PM is not tupid you know. The Bush administration said that Iraq oil profits would pay for the cost of the war and the rebuilding
of Iraq. That of course was another well constructed lie. This President began his administration with lies, and continues. I am deeply ashamed of my country and its government at this time in history.
Maybe this is a contributing factor in Al Maliki's eagerness for the US to finally leave--before he has to share the oil wealth.
Do ya think we might consider training & hiring some accountants for them?  Didn't know how to spend their money...that is the most ridiculous excuse yet for this Iraqi mess.  How stupid are we!  Our country going down the tube, while Iraq overflows with money.
This is just perhaps the final Bush administration debacle in this war. With our country deep in debt and economy in dire straits. This country has all this wealth. They should be paying back this country for the cost of this war. And spending there own money to help there people and rebuild there country.
I think we should pay for the destruction we caused. Although, their new government should now be able to help repay our security efforts. If we pulled completely out they would be in deep trouble, we've wasted years of our brave soldiers lives to protect these oil fields. The American effort should be repayed. If nothing else, no more of our tax money should be spent in their country. Cut them off, make them pay for what we are doing now.

So you voted for Bush, and you can admit you made a mistake......that's good, but if your truely sorry then you won't make the same mistake a "third" time......Vote Barrack.....let him and the democratic congress lead our nation back to American excellence, so not just 5% can prosper, but 100%.
LOL if they need help writing checks, I bet i could sign checks to contractors pretty fast.  so what is 1 or 2 billion gets unaccounted for as long as work continues and the money flows into their economy. Why should the US taxpayers money be going into their economy. just have the US government use Iraq's bank account numbers insted of the US governments accounts.

And while we're at it, how about paying the bill for military services?

Kuwait stepped up and paid their share in the last war. Iraq should do the same.

When are our tax dollars going to be recouped? Is there no repayment plan?
And why is that not going to the American Taxpayer to pay for this war? Just Another George Bush Administration Fiasco!!!

If they can't spend it on their own country well then maybe they should send some of it this way to pay back the American Tax Payers for all we have funded and supported them with both our money and our Blood treasure!
I'm curious as to how the Iraq government acquires such a huge amount of profit from oil.  Do they own the oil fields and get all the revenue or is it through some sort of taxation.  I think it is important to explain to the American people the exact financial structure of the oil industry in Iraq, i.e., who owns the fields, who gets the revenues, etc.
Iraq needs to let it be known that their country will repay the United States for everything it has cost us to set them free. The Iraq oil will help get the United States out of debt. Iraq owes us for their freedom.
Iraq should pay the US and other countries back money spent to secure and rebuild their countries. Lord know we could use it. And that is the leaste they could  do considering they can't in any repay us the Soldier and contracted civilian lives lost there.
Iraq is obligated to repay us American taxpayers because they directly requested us to invade their country and destroy their infrastucture? I think it is our reponsibility to help their country to reach a certain level of stability. As unappeaking as that is given their improving wealth.    
Hi Mr. Roston, thank you, this is agood report about Iraq oil revenue. As we all know that money is a strong factor to provide jobs, reduce violance and provide better environment for the people reconciliation. How ever the Iraqis are now lack of a good money managment because they lack spacialized personnel and financial experts. U.S.A has spent a lot of money during the 5 years war in Iraq to change the system and to bring back Iraq to the international community. There should be a 5 and 10 years planing budget for building and reconstruction all Iraq from zero. If you think that every thing in Iraq it need to be change and or modernized to rebuild the infra structures of the country, the budget numbers that are included in the report are not going to look enough for that. Never the less there is still big corruptions in the government of Iraq that some of the money may be pocketed instead of to be spend on the rebuilding. First of all they need to build a strong Army and Police, then they have to spend money on eduacation so the people will understand how to live in peace in this world and to be productive. The Iraqis are still in need of the American experts for some years to come, so they need to cover that expenses too plus all other expenses that the U.S is spending to approve the life and the condition on the streets of Iraq. My feeling is that for the Americans professionals, it is too early to hand this huge money wealth by the hand of the Iraqi government just right now in case some of it will go to the hands of the bad boys and the government thieves.      
Iraq doesn't have to pay back anything. We forced ourselves upon them with our war. They didn't ask us in and shouldn't have to pay for us barging in on them. Let those that started this unprovoked war pay the us taxpayers for this. We could start by freezing all of their assets and the assets of their companies like Halliburton
Geez.... I doubt the Iraqis well help us EVEN when They Have a Bigger Oil Surplus in 2009. I mean WE, U.S. Gov't, have SPENT Already 500 BILLION+ and TRUE ECONOMIC COST is OVER $3 TrILLION at a MINIMUM by some recent Economists' studies.
We Have been there since we SENT U.S. troops to Kuwait in 2002.
ANd GREAT we've have SEVERAL years of Budget Deficits  NOW reaching over 600 BILLION. GUESS WHO

OUR 2 Friends, CHINA's National Gov't & Saudi Arabia for the most PART. WHILE Both of them are MAking Record TRADE SURPLUSES which in turn THAT SAME MONEY IS USED TO FINANCE OUR GOV'T

We NEED TO GET OUR HEADS OUT of THE SAND, and gET OUT OF IRAQ before WE dig OURSELVES DEEPEr in the HOLE.

Let's wise up folks - the entire program of the Bush "administration" has been to redistribute the wealth of the United States to the personal friends and business associates of the Bush administration who have never believed they should have to pay taxes, and have certainly never believed that they should have to support social programs like Social Security or Medicare, or anything that helps anyone who isn't rich like them.  Remember Cheney's bull way back in the beginning of the "war" about the Iraqi oil paying for our involvement in their country?  Trust me, any money we ever see from their oil will be going to line the same pockets that have reaped all the other financial gains created by Bush and Co.  Remember the tax cuts that benefitted Cheney, the Bush clan, and their friends and cohorts (and gave away the entire surplus that was in our treasury when they stole the election)? How about the no-bid contracts that provided billions to Halliburton (read Cheney) and friends, the billions spent on Blackwater so their mercenaries could go in and murder and torture Iraqis (and anyone else they could get their hands on)oh, and let's not forget Mr. Chalabi and the other friends of the Bush crowd who provided exactly the specific misinformation they were advised would be required for us to go in and remove the horrible Saddaam Hussein who WE spent billions to put into power and billions more to provide with all those weapons.  So now, our wealth is gone, along with our reputation, our good name and our credibility, and our debt is piling up while Iraq's oil wealth is piling up and other countries are forgiving Iraq's debt. These people have destroyed everything good about our country, all so they could slake their greed.  I guess they will now make a deal with Iraq to get the oil and sell it to us to keep EXXON's record profits going!


 
Whenever we see one of these debacles that have sprung up during the Bush administration - be it Iraq, Katrina, Sub-Prime mortages, energy profits - just ask yourself a simple question:
Incompetence or intentional? You may be surprised at your answer.
Hey, maybe the Iraqis could come here and get rid of the corrupt government in our country for us and then put in a democratic government in its place and rebuild the USA with all that oil wealth!
The US invaded Iraq under false pretenses, thus it is only reasonable that they pay for the damage that they caused in the "shock and awe" campaign.  Hopefully, invading nations will carefully consider the ramifications of destruction now that the entertainment value of the invasion has faded. Iraq should not have to pay for anything period.
Thus burden of cost may fall on the American taxpayers, but it serves as a caution as to whom you elect to lead the country, and what executive powers they wish to exercise.
I wouldn't be too hasty, Iraq's not so perfect government is negotiating with several major oil company's to open up oil fields closed since the seventies, the premice being that once the country is safe enough foreign company's will run the fields on iraqs behalf and make billions of extra $'s.

The long term plan will be to bring foreign (including American) businesses and their knowledge to improve Iraq's infrastructure but this will take time.

Ask yourself this; how many of YOU would go and work in Iraq tomorrow if you had no security forces to protect you?

I guess not many of you would.

Iraq is going to take a while yet to sort out, but once it is, it may just help make the region a little safer....

When are Americans going to smarten up and demand an independent investigation into the the Bush administration's and Congress'es approval of the money that is being spent in Iraq, and the companies and individuals that are making windfall profits from this debacle.  There should be no "Executive Privelege" claims when it comes to spending OUR tax dollars in a foreign country, when there are increasing numbers of Americans who can't afford basic needs like healthcare, food or gas to get to work so they can pay taxes which our government (both Democrats and Republicans!) spends with no regard to the welfare of our legal citizens.  It's time all Americans stand up and say "No More" and hold the White and Congress for their abuse of the power they were given by the citizens of this country.  Maybe we should spend some of those tax dollars on building more prisons to house these politicians who undoubtly be convicted of fraud, graft and malfeasence.
So all our taxes that are meant to be for building and maintaining our country are going to Iraq to be misspent and all that money we are spending on gas everytime we fill up our SUVs is also going to Iraq to be misspent.  This is the most sad and huge transfer of wealth in history.  In 100 years we will be a third world nation and they will be bailing us out.....
Who owns the Iraqi oil fields? Mobile Exxon, Chevron and all of Bush's benefactors & friends?
We have a right to know who is profiting from Iraq's oil windfall.  
Is this war going to end with nothing but "LIES" to the betrayed people of the USA?  
Being a "world citizen" has taken away our quality of life and improved Iraq's. Bring home our security forces now and let Iraq pay for their own safety. Enough is enough...we've helped
Iraq more than they deserve.  Charity begins at HOME!
To me, it is the responsibility of the USA to pay for reconstruction of Iraq--after all, it was us that wrecked the country in the first place.

Iraq as any other country is not the blame of our problems. Mistakes were made in the seventies that we and government didn't push for alternative fuels and other energy sources. Other mistakes was voting oilmen for presidents. The first bush went to war and so did the second. The only way to the end the war is that the soldiers themselves leave iraq and not wait for commands.
A solution to the recession is to be less consuming and use our natural resources wisely.
Its just a real shame we have a President as mindless as George Bush. He started this war but every American Family is getting to pay for it. Bring our people home and our oil money with them. They want us out so lets get out. We just need to bring enough cash to make the whole thing worth our while.
