Louisiana lost millions to Katrina consultant, audit says

Louisiana could have saved millions of dollars in the aftermath of Hurricane Katrina if it hadn’t hired high-profile consultant James Lee Witt, according to a new report released by state auditors. Witt’s firm billed the state double what it paid subcontractors to manage storm debris removal, the audit said.
 
The Louisiana Legislative Auditor’s Office examined work performed by James Lee Witt Associates [JLW], a company that has made tens of million of dollars as a top contractor for the state’s Governor’s Office of Homeland Security and Emergency Preparedness.

Witt was director of the Federal Emergency Management Agency (FEMA) during the Clinton administration and received an open-ended no-bid contract from the state of Louisiana shortly after the Katrina disaster.

The audit was conducted after NBC News reported last July that Witt Associates made 100 percent markups on invoices submitted to the state for debris monitoring and grant management. Sources told NBC News that the markups were submitted even though Witt Associates did little more than clerical work on the contracts, which were farmed out to three small companies.

“Had [the state] contracted directly for these employees rather than obtaining them through JLW, it could have avoided the 100 percent markup charged by JLW and achieved cost savings of potentially $9,403,753,” the audit concluded.

The report also faults the state for not having “the ability to contract directly” with the subcontractors hired by Witt Associates.

A statement issued by Witt Associates said that “certain elements of the report are not fully explained or put in context, which could leave the reader with the mistaken impressions about the services provided by James Lee Witt Associates.” Nevertheless, the company said the audit cleared it of any improprieties.

Over $90,000 billed in one month
An analysis last year by NBC News of Witt Associates invoices showed that the company’s top manager in Louisiana, Mark Merritt, tallied $506,000 in billable hours between September 2005 and June 2006. One of the bills totaled $92,675 for a single month’s work by Merritt, nearly as much as the governor was paid for the entire year.

One of the subcontractors hired by Witt Associates to monitor debris removal was a small Arkansas-based firm called RMI, which is run by Merritt’s parents. The Merritt and Witt families have been friends for decades. Mark Merritt once worked for Witt at FEMA and went to school in Dardanelle, Ark. with Witt’s sons. After Witt Associates hired RMI, RMI hired Witt’s brother-in-law to work in Louisiana.

An advisory opinion issued by the Louisiana Ethics Board in 2006 said this about the relationship: “Since [Mark Merritt} is not involved in the oversight of the subcontract with RMI, it does not appear that RMI is prohibited from providing the contractual service for the State.”

The Ethical Review Board in the state of Louisiana would probably disagree with this finding. If this was turned in a timely fashion to the right people, this behavior would end.

When will it stop. No matter which party is in POWER, the corruption continues. We don't have a government anymore. We have a collection of independent businessmen/women and lawyers who have the authority to steal from fellow Americans without fear of retribution. The GAO has no problem with budget cuts to our Disabled Vets, yet does nothing to stop/prosecute these fellow Americans, who through fraud and greed, line their pockets with billions of dollars meant to ease the burden of suffering people living in misery. Is their no shame? Is there no accountability?
I have known Mark Merritt for more than fifteen years in his professional capacity as a disaster recovery expert. In my opinion, Mr. Merritt has only a few peers with his organizational and technical skills. Louisiana may have realized as much as a ten fold return on investment of the dollars spent with James Lee Witt and his team and any investment in Mark Merritt is a return to a gold standard.

I would like to know how much Haliburton was paid for their "work" in New Orleans
Our country can send 48 billion to AIDs relief for years now and AIDS still runs rampant.  When your own country cannot take care of it's own countrymen then its time for change.  How much more do we take ....do we wait until they own every nickel we make.  We need big time reform and bring the power back to the people.  New Orleans is my city and the government left it in ruins and stole all of the money to restore it.
It sounds as though you are one of them. You come on the board and type this as if people know who you are and your credentials to question the article, it is of no merritt.(pun intended)
He may have provided the "gold standard" but i really don't see where the work was questioned, only the price that was charged and the fact that potentially the subcontractors could have possibly been hired directly at a substantial savings to the people of Louisiana. In my opinion, this is the fault of the government for allowing it to happen. However, that does not excuse it if the company substantially overbilled. Just my .02 cents worth.
As the former Lead Construction ANalyst for the SBA in New Orleans Parish during the Katrina recovery, I can state with personal experience and knowledge that this is BARELY the tip of the iceberg of former government officials now in private practice ripping off the disaster victims.
As someone who has done purchasing and contacting for several businesses and then my own...What happened to pricing things out before you contract? We always had to. We checked out the market rate and then we started checking out prices for services. And if they wee all bonded, we didn't care who did it. It was about keeping expenses low. And just because they are using obscenely high money figures doesn't give them the right to throw the taxpayers money away. Nespotism and favortism KILLS profits. It also rips people off. Grow up guys and stop hiring your good ol' buddies. Aww, too rough? Actually be honest and work with integrity? Friend or no friend, SAVE SOME MONEY.

The people of Louisiana have seen along with the rest of this country how our government works. There is no accountability anywhere. Our government can not ballance any budget, whether it be a state one or federal, and do not seem to care to! Maybe one day the people will wake up and vote  NEW people into our government system. It is time for the "good old boys" to be let out.

Barb, you don't seem to have paid attention to the article well. JLW was the FEMA director under Clinton. He had no affilaition with GWB.  The state hired him independently. Thank god we now have a republican governor.

Poor Randall in Texas, you are soooooo disillusioned.  Why do you always think that this kind of crap is a Republican thing?  In the GREATEST percentage's of cases (Proven), it's not.   Raised as a Southern Democrat, I left because of party because of this kind of crap, especially anything related to Clinton.  I was born in TX and raised in Arkansas and know first hand about the Clinton's and their crimes they have gotten away with. So why was anyone surprised that those connected with him are just as corrupt.   There are problems with each party but I hate to tell you this the inside politics are faaaaar more prevalent in the Dems.   As for Haliburton and Cheney, get over it.  First, Cheney is NO longer employed by them and secondly, Haliburton is considered the best at what they do which during war and when expediency is necessary, you go to the most experienced.  That's common sense but most Dems do not have that, look at the Party Platform.  Common sense tells you alot of their liberal ideas will NOT work.

Oh and by the way, lived in Okla. for over 20 years now and the Dems have run the state since statehood and it shows.  We are considered the most tax unfriendly state in the union, we have the WORST road system despite the high taxes, our school and DHS systems need overhauled.  Yeah, the corruption by the Dems have sure done us some good!

when my company subcontracts out work we charge a 3-6% markup....and some oversight labor charges...not even close to 100%...probably not even 25% most of the time. This is not a Bush Administration problem...it is a political crony problem very commom to both parties. We see it all the time in New Mexico on both sides or the political spectrum

Politics is politics.  No name calling is necessary.  This will happen regardless of who's in office.
This is the part of all of this that bothers me.  We keep discussing what Democrat did what or what Republican did who.  The fact of the matter is this hurt the people who needed it most.  Due to this type of corruption, many displaced residents of the new Las Vegas, also known as New Orleans, can't afford to reclaim the lives they once had, no matter how meager.  I could care less if it was the fault of a Republican or a Democrat.  This is toying with people's lives and politicians, as a whole, are corrupt.
And when Witt was the head of FEMA he did a fabulous job unlike Brownie and Chertoff.  It seems like he did the work he was contracted to do but somehow now they don't like the price.  Well let's see how much money Blackwater and Haliburton have been paid before you start blaming Clinton

I can't imagine what kind of work this guy did to earn 92,000 in one month.  I work as a nurse and am responsible for human lives every day and I don't make nearly that much in one year- or two!!!What is wrong with this picture?
My brother put together a crew, acquired a contract, bought trucks, trailers, campers, went to work cleaning debris non-stop...till the ones in controll of the contracts wouldnt pay for the job they had done, same thing happened to other individuals that put their lives on the line personally and financially...lost everything because those in charge didnt honor their contracts and left them banqrupt...looks like they kept more than their share...La politics!

As an adolescent, growing up listening to the Booker T. Washington high school band practice early in the morning, while my sister and I hang-up the freshly washed clothes, at home before school, in New Orleans.  During that time of the mid 60's, hurricane "Betsy" devastated the city as did the immediate aftermath of "Katrina."  However, the citizens participated in the rebuilding of the Greater Metropolitan Area of New Orleans, unlike the fiasco that is taking place presently; and the communities became more vibrant and progressive more than any time since the passage of the Right To Work Law of Louisiana.  ...Deals/ripoffs such as the Witt/Merritt/Mob/Kayplus2 etc., seems to be indicative of "the system" noticeably in-place to rebuild (unfortunately for the citizenry), a nostalgic Confederacy at the expense of the most African American homeowners per capita, in the top US cities of its size and existence.  What is 'Really going on' is insidious.  This was a perfect opportunity for the unions throughout the country to 'step-up' and offer major training apprenticeships and lend professional craftmen and help redevelop an already artistic community, while they (the victims) overcome the shock, shock of losing EVERYTHING.  One should imagine personally (of losing everything and fighting for your life in five feet of water in your home, built above ground), as they ponder: overchages vs therapy-for-citizens.  Mostly everyone that visited pre-Katrina N.O. marvel at the "fun times;" well, actually, "The People Made New Orleans," the old saying was "The People Make New Orleans," now the citizens are being exclusively excluded and that shall change if the city is to truly regain its' prominence as a major port-city and not the new stronghold of the 'Good ole' New/Old/New Old South.'

Grand Larceny is Grand Larceny no matter which political party does it. Talk about a cash cow! The people of Louisiana and Mississippi seem to get the dirty end no matter what or who!
How can a reader blame Bush when everyone involved is from a Democrat administration or is a democrat.
Until we, as the voters and taxpayers, start holding the "servants of the people" accountable we can only expect more and more of this to occur.  The halls of all the political entities, be it Washington D.C. or your local city hall are lined with people who feel entitled to rip off the taxpayers.  No consequences await them due to the stupidity and idiocy of our elected leaders.

I don't plan to hold my breath for change to occur since we, as a nation, routinely elect our representatives based on a 10, 20 or 30% voter turnout.  Majority rule?  NO, it is rule by the group that can convince more of it's supporters to show up at the polls and the lack of interest on the part of the rest of the population.

Maybe we need to look into mandating two or three days a year that are national holidays specifically set aside for voting and require ALL businesses, amusement venues, etc. to close so that the only activity that can occur is voting.  No other alternatives.  Require the politicians to place ALL items to be voted on those days only (NO EXCEPTIONS)and educate and encourage our citzens to vote.  Maybe then we would truly reach majority rule and the politicians would be less apt to pander to the special interest groups.  Ban ALL paid lobbyists from the halls of government since most of them are nothing more than paid shills pandering to a bunch of corrupt lackeys.  If you truly believe something, then you would be willing to lobby for free.  Maybe even give the citizens an avenue to place citizen-led initiatives before Congress and our leaders.  And most importantly - absolute term limits - no more than two terms in office and then a permanent injunction from ever holding the same office again and require a cooling off period of another two terms before an ex-politician can lobby (as an unpaid lobbyist) the legislative body he/she was a member of!

If we don't take back government from the corrupting influences then we will go the way of the Romans and other great civilizations of history who became complacent and lazy.
What I find interesting is that as much as people seem to complain about the Reps and Dems you would think that they'd see corruption runs rampant in BOTH parties and NEITHER one is competent. We're pretty much at the point where it wouldn't hurt to start voting in some third party politicians...I doubt they could screw it up much worse than it is.

Reading this story and seeing what was found is no surprise to me as I have lived in south Louisiana for ten years. Corruption is rampant at every level...city and state. Landrieu (sp?)handled the post-Katrina mess very poorly as did Nagin (especially his "chocolate city" comment). FEMA handled it very poorly. Bush and his buddies might as well have ignored the situation as that's about what their help amounted to.

When one of America's major port cities is basically destroyed and the government turns its back on it that should send a red flag to every voting American that the current two party system is not working and has not worked for many decades. Oddly enough, Clinton's approval rating was one of the highest in the history of our presidents...Bush's is one of, if not THE lowest. Yet today we are feeling the fallout from what Clinton did in his years in office and Bush's refusal to appropriately address them. How ANYONE can claim loyalty to either party after the repeated ineptitude on both sides is beyond me. Just another example of Americans being afraid to try something new...

You know in general, I believe in one person, one vote, but then I see a post like Barb from OR's, and it makes me want to cry that someone so lacking in basic reading comprehension will be allowed to vote in November and her vote will count the same as mine.  Maybe they need to bring back the competency tests of the 60s....just apply them to everyone since clearly stupid is not a color.
I am a small time contractor in Tyler Tx, I offered to go over there for a few months, free of gharge, to help rebuild. no one would return my calls, and when they did, they said i could go over and do some work, but first I had to post a $100,000 to do any work there. I just laughed and said, sorry about your loss

Excuse me  Mr."Gold Standard"; You think a ten million dollar price tag is justified for a consulting job, for what essentially turned out to be a job sub-contracting to his friends? That's called "Cronyism", sir. And it is the basis for every major problem in this country right now. Especially the two wars we're fighting. It's starting to look like "The American way." is becoming synonymous with looking out for number one. It's disgusting. Especially at a time like Katrina.
I think it's absolutely hilarious that a bunch of you are trying to blame this on the Clinton administration, who were not responsible for overseeing the Katrina disaster whatsoever. Look at our entire economy from A to Z. Is Clinton responsible for the last eight years as well?
