The Justice Department today announced it is charging accused international arms dealer Viktor Bout with conspiracy to kill Americans and terrorism-related charges.

Federal prosecutors in New York unsealed an indictment against Bout for allegedly conspiring to sell millions of dollars worth of weapons to the Colombian insurgent group the FARC, which the U.S. has designated as a foreign terrorist organization. The prosecutors allege that the weapons were to “be used to kill Americans in Colombia.”

Thai authorities arrested Bout last month, based on a complaint filed in the U.S. District Court in New York charging conspiracy to provide material support to a designated foreign terrorist organization. According to the indictment unsealed today, Bout “has carried out his weapons-trafficking business by assembling a fleet of cargo airplanes capable of transporting weapons and military equipment to various parts of the world, including Africa, South America and the Middle East.”

The indictment adds that between November 2007 and March 2008, Bout “agreed to sell to the FARC millions of dollars’ worth of weapons – including surface-to-air missile systems ("SAMs"), armor piercing rocket launchers, AK-47 firearms, millions of rounds of ammunition, Russian spare parts for rifles, anti-personnel land mines, C-4 plastic explosives, night-vision equipment, “ultralight” airplanes that could be outfitted with grenade launchers and missiles, and unmanned aerial vehicles.”

Prosecutors allege that Bout “agreed to sell the weapons to two confidential sources working with the DEA, who represented that they were acquiring these weapons for the FARC, with the specific understanding that the weapons were to be used to attack United States helicopters in Colombia.”

As described in the indictment, during a covertly recorded meeting in Thailand on March 6, 2008, Bout stated to an undercover operative that he could arrange to airdrop the arms to the FARC in Colombia, and offered to sell two cargo planes to the FARC that could be used for arms deliveries. Bout also provided a map of South America, and asked the operative to show him American radar locations in Colombia, DOJ said.

If convicted, Bout faces a maximum sentence of life imprisonment. The United States is actively pursuing his extradition from Thailand.

"Viktor Bout has long been considered by the international community as one of the world's most prolific arms traffickers," said U.S. Attorney Michael Garcia. "Viktor Bout no doubt faces some of the most extraordinarily serious conspiracy charges possible for his crimes against Americans," said DEA Acting Administrator Michele Leonhart.

Well, hitting the arms dealers will eliminate one source of weapons...one of the biggest, at least. Now the only major weapons suppliers left will be the nation-states, and at least on paper they're accountable...moreso than a person who can disappear.
Did he get them gun of Rambo too?
Hmmmm...sometimes we need these guys for arming covert or clandestine operators and their surrogate armies.  He must have ticked off the wrong people.  It's a high-risk, high-reward lifestyle.
Well, I could not expect anything less from our "do as I say not as I do" GOV.. There are quite a few countries that could bring the same charges against the U.S. GOV. for arming, and supporting groups to overthrow their GOVs.
Viktor Bout is just another Hugo Chavez. Why isn't he indicted and arrestted
Funny how they arrest the arms dealer when his weapons are used against americans! for somereason they can never catch the people doing the shopping and pulling the trigger! the truth is american russia china and france are the biggest gune dealers around! the CIA sold weapons to the mujahadeen that are now with the taliban when the russians invaded! and to the iraqis to fight iran when they werebacked by russia. we shot ourselfs in the foot for the sake of the bigger players profiting! we protect the poppy field in afghanistan so we can bribe the local wardlord to fight the taliban..but the warlords fund their own terrorist cells they support witht he profits of theri poppy fields! our administrations are at fault here as well as these terrorist! Bout is only selling what we liquidated for money back!
After he's convicted he should be used for bait by the crab boats in Alaska or offered to an African driver ant colony
France sold Saddam radar equipment designed to help see our stealth fighters so they could shoot down and kill Americans. We don't charge them with Terrorism!?
More than likely, this whole thing was orchestrated by the CIA or the President. I mean, after all, doesn't Pres. Bush want to keep the wars going on for ever. What better way to do that than to secretly provide arms to the enemy, knowing full well they will used against us. That would not surprise me one bit!
I know this guy was from the former Soviet Union, and when the USSR broke up he had the connections to hit the ground running and sell weapons all over the world.  From what I understand the bulk of his business was to nations that had international arms embargoes against them, like the countries in African engaging in genocide.  That's what sets him apart from other arms dealers.  Along the way we probably warned him repeatedly to stop, to quit while he was ahead and he didn't listen.  While other nations took no action against him, and UN didn't seem inclined to step in, we finally took action to take him out of circulation.  Other people will try to take his place, but with him as an example, they'll be more likely to listen when we tell them to behave.
Whooptie Doo... so that guy was caught, now things will be worse. At least the government knew who this guy was and who he was selling to. Now, someone will have to take his place, someone new, someone unknown so once again, we're going to be back to square one trying to figure out who is providing these terrorists and "freedom fighters" weapons.
Well it seems that there is still no shortage of "America Haters" living in the freeist country on earth.  If the United States is so bad, move to another and see what it is like there.  Oh, and before you flame, YES, I have lived overseas in Europe and the Middle East (Iran).  The US is not perfect, but a much better choice than ANY county out there.  Last I checked, we didn't have to worry about registering with the local police when we move from place to place, or getting permission to change jobs.

Why do so many of you take joy in those that want to kill our citizens?  Why is it that you blame America for the ills of the world.  We are the most generous country in the world, willing to risk life and limb for others simply because it is right.  We send food and money and expertise to our enemies when their citizens are at risk (remember the earthquakes in Iran, the Tsunami, Myanmar, Ethiopia famines, etc.).  Enjoy the liberties this country has to offer and quit trashing the very nation that allows you free criticism without fear of reprisal.
Bob- Miami - by invitation of the Columbian government. Are you obvilious to what is happening on the streets of this country courtesy  of the columbians.?
I am sorry that the max they can give him is life!! Look at the death he has created!
he may get arrested, but he will never serve time in prison..he is too valuable to the u.s  military..us government is using him to start wars...and this 101 politics......he sell weapons, civil war break out, us military go in...is that simple....
Any information the media provides is under scrutiny because the media is bought and paid for. Capitalism works but only if those involved have morals. Interdependence may not be a good thing in this new world disorder where the poor always suffer the most.
Now that is a major bust, but the one problem I can see is this is one big time guy and I can't see how he can't just buy his way out of jail.I don't think he will be put on trial in the U.S or anywhere else. It's just to much money in his pockets. Smart money he is already gone.
the level of intelligence and learning exhibited by the message writers is appalling--atrocious.poor spelling and grammar is a testament to the lousy level of our teachers and to the nature of their union - interested only in themselves and not in the country and its kids. The ability to think clearly is obviously a lost talent.
if theyre americans in columbia then why arent they in dafur where people are starving to death and civil war is out of control, oh thats right its just africans being slaughtered and their is no oil to fight for, way to go U.S.
