Terrorism charges filed against arms dealer

The Justice Department today announced it is charging accused international arms dealer Viktor Bout with conspiracy to kill Americans and terrorism-related charges.

Federal prosecutors in New York unsealed an indictment against Bout for allegedly conspiring to sell millions of dollars worth of weapons to the Colombian insurgent group the FARC, which the U.S. has designated as a foreign terrorist organization. The prosecutors allege that the weapons were to “be used to kill Americans in Colombia.”

Thai authorities arrested Bout last month, based on a complaint filed in the U.S. District Court in New York charging conspiracy to provide material support to a designated foreign terrorist organization. According to the indictment unsealed today, Bout “has carried out his weapons-trafficking business by assembling a fleet of cargo airplanes capable of transporting weapons and military equipment to various parts of the world, including Africa, South America and the Middle East.”

The indictment adds that between November 2007 and March 2008, Bout “agreed to sell to the FARC millions of dollars’ worth of weapons – including surface-to-air missile systems ("SAMs"), armor piercing rocket launchers, AK-47 firearms, millions of rounds of ammunition, Russian spare parts for rifles, anti-personnel land mines, C-4 plastic explosives, night-vision equipment, “ultralight” airplanes that could be outfitted with grenade launchers and missiles, and unmanned aerial vehicles.”

Prosecutors allege that Bout “agreed to sell the weapons to two confidential sources working with the DEA, who represented that they were acquiring these weapons for the FARC, with the specific understanding that the weapons were to be used to attack United States helicopters in Colombia.”

As described in the indictment, during a covertly recorded meeting in Thailand on March 6, 2008, Bout stated to an undercover operative that he could arrange to airdrop the arms to the FARC in Colombia, and offered to sell two cargo planes to the FARC that could be used for arms deliveries. Bout also provided a map of South America, and asked the operative to show him American radar locations in Colombia, DOJ said.

If convicted, Bout faces a maximum sentence of life imprisonment. The United States is actively pursuing his extradition from Thailand.

"Viktor Bout has long been considered by the international community as one of the world's most prolific arms traffickers," said U.S. Attorney Michael Garcia. "Viktor Bout no doubt faces some of the most extraordinarily serious conspiracy charges possible for his crimes against Americans," said DEA Acting Administrator Michele Leonhart.

About time we go after the big players who profit from these sad times of international terrorism.  Well done, now to see if we can get him in custody.

talk about overreaching. attempting to buy weapons to shoot down helicopters being used in the so-called "war on drugs" against you in colombia IS NOT TERRORISM. the founding fathers invoked checks and balances for a reason. this kind of stuff really makes me hate the federales.

The big question that remains  is WHAT IS THE AMERICAN MILITARY DOING IN COLOMBIA IN THE FIRST PLACE? Aren't these the same guys who shot down an unarmed plane full of missionaries? Who are the real terrorists?

Devils advocate:  How is this any different than the US government selling arms to Iraq or Iran, which have now been used to target US soldiers?  Oh, and did the US govenment use Bout and his various aircraft to transport equipment durring the early stages of the current Iraq conflict? Yes, he's profitting, but he is not pulling the triger.

How about a few indictments against the arms dealers providing weapons to gang members and other adolescent thugs in American cities? I suppose we don't much care if they kill each other, as long as they leave our military helicopters alone.

Would be nice if this guy gets what he deserves, but Iam sure he will get off if he even gets anything. Espically since the obama/wright crowd thinks its ok to "damn America"
Nab the dealer but not their source(s).  Something seems wrong here.  Why isn't this a case for the United Nations or countries where this arms dealer actually imported to or exported from? Is there more here than meets the eye?  Does some hidden deal exist here?
And while they're looking into FARC (a socialist/communist organization suppported by money from Hugo Chavez) they should publicly connect the dots to the leftists in America who support dictators like Chavez, Castro and the rest of the world's worst criminals.  By the way, I find it intestesting that Hugo Chavez is pulling for Obama?

This is a classic case of greed overriding any consideration of consequences.  It would appear that he backs the FARC over the established government in Columbia and at the expense of American citizens.  With classic understatement, Bout's actions are not the way to register disagreement with the U.S. government's policies.
C'mon, this guy is a puppet.  there are many middlemen, why this guy?  
If he were selling arms created by American manufaturers, it would probably not matter.  But since the Kalishnikov is the preferred purchase, America is upset, right?  When one of our arms dealers gets busted for terrorizing human beings, please let me know.  This news only seems to support the "America is always correct" belief.  Perhaps the Russians just make better weapons then we do.  Isn't it American English that provided the idiom: The customer is always right.
At least somebody is chasing the REAL warmongers! The DEA, in this effort, has done more than the Bush or Clinton administration has done in striking any meaningful blow against international global aggression. If we call it terrorism, we can take a self-righteous, us-versus-them position. if we call it Warmongering, US government policies sometime get included.

it is my understanding that Bout is former KGB, and personal freind of Putin.  In an peice presented by NPR Bout was said to use his fleet to help the U.S forces transport goods in Iraq.
There is more to this guy than a simple arms dealer.

who sells him the sams and night vision equipment etc?  my guess would be American arms manfacturers, who no doubt have the support of the US government, whats that little company dick cheney sits on the board of??? Haliburton?....  pot calling the kettle black here isn't it?

Personally, I think he needs to be shot while trying to "escape".....saves time and money.  Same for all of them, whoever and where ever they are.  I'm tired of all of it!

Agreed Duke...who was it that sold the Iraqi's a bunch of chemical weapons even after they were used on the Kurds? We should charge those people too but they're too slippery and slimey and have thus evaded persecution for decades ;)

Unfortunately USA arms those future terrorists by trying to constantly 'buy' friends.  Where will Pakistan stand with us in 10 years?  Probably much like Iran did 30+ years ago.  If we'd just quit meddling and handing out free money, money better spent here at home, in order to sway crooking a-holes, the world would probably be a nicer place and the world opinion would probably be more favorable towards USA and its people.

back channel dealings or outright material and
training support. There will be another V. Bout
to take his place and maybe even have access to
worse weapons of war(chemical, bio and nuke)
He had a good stranglehold on the business and
kept other players to a minimum.

who is smaller faster and smarter from lessons learned takes their place.  Sometimes We need a

How great!!! Why don't we arrest the major arm dealers like ourselfs here in Washington or in Moscow and London for killing innocents in the name of Terrorism all over the world. Let's wake up and be fair. How cheap to be happy of an arrest, while we ignore the plight of one billion humans in siege especially in Middle East, Africa and south Asia....
My questrion is: Where do these profiteers acquire these weapons in the fist place. Who are their supppiers. It seems to me that suppliers and manufacturers should be pursued as dilligently as their retail outlet dealers. At the very least make their identities known to the public regardless of how prominent they are in corporate bureaucratic  or political circles.This stuff is not available at army surplus stores. It has to come from high places.
MMMMMMM Brings to mind the movie Lord Of War, how many times has he sold weapons indirectly for the United States Goverment?
