A new report by the Justice Department Inspector General details many of the harsh and intentionally humiliating techniques that the U.S. military used against Mohammed Al-Qahtani, a Saudi detainee at the Guantanamo Bay military prison who many U.S. officials believe was meant to be the 20th hijacker on September 11, 2001.

The 438-page IG report focuses on the FBI's involvement in detainee interrogations in Iraq and Afghanistan. But it also provides a window into the methods used by the Defense Department and the CIA on uncooperative detainees such as Al-Qahtani.

The Justice Department's Inspector General said he can find no evidence that FBI agents participated in the abuse of detainees held outside the U.S. Instead, according to a report out this morning, FBI agents reported to their superiors that they were concerned about harsh interrogation methods used by the Defense Department and CIA.

In response, FBI officials told their agents not to take part in any of those sessions.

Senior U.S. and Pakistani officials tell NBC News that Wednesday’s Predator attack on a village in northwest Pakistan was not insignificant, that a “high value target…an Arab” was among those killed. U.S. officials believe the unnamed target was planning attacks outside Pakistan, “so we nailed him”- in the words of one.

 By all accounts, on Wednesday evening, two male guesthouses in the village of Damodola were struck by Hellfire missiles fired from Predator drones. The drones are normally operated by the CIA.  Inside the guesthouses were local fighters along with several “foreigners,” including the Arab fighter, according to the U.S. officials and locals. 

 Although the number of missiles fired remains uncertain, recent attacks have involved multiple volleys from multiple Predators. Predators now carry up to six Hellfires.

The Justice Department today announced it is charging accused international arms dealer Viktor Bout with conspiracy to kill Americans and terrorism-related charges.

Federal prosecutors in New York unsealed an indictment against Bout for allegedly conspiring to sell millions of dollars worth of weapons to the Colombian insurgent group the FARC, which the U.S. has designated as a foreign terrorist organization. The prosecutors allege that the weapons were to “be used to kill Americans in Colombia.”

The FBI does not have a pornographic home movie of actress Marilyn Monroe in its files and never did, FBI officials tell NBC News. Document analysts at the FBI have completed a manual search of FBI records and found no evidence of the film.

“The records show no indication we ever had such a film,” said David Hardy, who organized the search and is chief of the FBI Record/Information Dissemination Section. Hardy said six or seven FBI analysts spent a total of  “32 man hours” reading through paper documents at the FBI’s records center in Alexandria, Va., and did not find anything indicating that the FBI has or ever had a Marilyn Monroe sex film.

The FBI’s fruitless search casts doubt on claims by New York memorabilia dealer Keya Morgan, who told countless media organizations on April 14 that the FBI had obtained a copy of the sex film in the 1960s. Morgan told NBC News and other networks and newspapers that nine FBI agents and the late FBI Director J. Edgar Hoover himself had spent weeks poring over the film, trying to establish the identity of the man who supposedly engaged in a sex act with Monroe in the 15-minute black-and-white movie.
