Pentagon funds aid polygamous sect

By Tim Sandler, NBC News Investigative Unit

As a child-abuse investigation continues at a polygamous compound in Texas, NBC News has learned who helped fund the controversial sect.

It was the U.S. Department of Defense.

Freedom of Information Act documents obtained by NBC News show that the Pentagon awarded contracts of at least $1.5 million to two Utah-based companies owned and operated by senior officials of the Fundamentalist Church of Jesus Christ of Latter Day Saints, or FLDS. The contracts, issued from 1998 to 2006, were for aircraft parts and other military equipment.

The Pentagon contracts were awarded to Utah Tool & Die and Western Precision, Inc., which operated in Utah. The president of Western Precision was Wendell Nielsen, described in multiple media accounts as a senior official in the FLDS religious sect, whose West Texas compound was raided by police earlier this month as part of a wide-ranging child-abuse investigation. Neilsen disappeared with church leader Warren Jeffs after Jeffs was put on the FBI's 10 Most Wanted list in 2003. Jeffs, the sect's "prophet," was convicted last year on two counts of rape as an accomplice.

The records show that Western Precision continued to receive government contracts even after the well-publicized manhunt. And when Jeffs was captured in 2006, he was riding in an SUV registered to John C. Wayman, another Western Precision executive.

So how could federal funds have ended up aiding the FLDS church? According to an affidavit filed by Wendell Nielsen's son in a church-related court case, Western Precision gave the church up to $100,000 a month, a testament to the close ties between the manufacturing firm and the church itself.

For years before the Pentagon issued the contracts, newspapers were reporting sensational allegations about the Mormon fundamentalist church. The Pentagon continued issuing contracts to the firms as the media reports continued. A 1991 article in the Salt Lake Tribune, for example,  reported that the church engaged in polygamy, "commingled church and municipal money" and evicted dissidents who disagreed with the church. The 1991 article quotes "sect member Wendell Nielsen" -- the president and CEO of Western Precision -- describing church leaders as "direct agents of God."

A Defense Department spokesman says the Pentagon didn't do anything wrong. He tells NBC News that the Defense Department does "not consider religious affiliation" when awarding contracts and relies on cost and performance in selecting contractors.

And the Defense Department was apparently pleased with Western Precision's work. In 2002, it honored the company with its "Innovative Business Performer of the Year" award.

Nielsen and Wayman and other church elders who worked at Western Precision, now known as the Las Vegas-based NewEra Manufacturing, could not be reached for comment.

Earlier this month a state judge ordered the removal of 416 children from the FLDS compound in Texas, after a 16-year-old girl tipped off police that she had allegedly been raped by an FLDS man she had been forced to marry.

When will the media stop referring to these sick people as a "Mormon fundamentalist church?" The Church of Jesus Christ of Latter-day Saints has nothing to do with the FLDS. FLDS members are not Mormons.
I can not believe anything NBC reports. They are so far to the left politicly they have no credabilaty.

It is VERY important for people to understand that the FLDS Church is NOT affiliated with the Church of Jesus Christ of Latter-Day Saints.  They are NOT true mormons.
I agree the Pentagon should not consider religion when awarding contracts....but surely they could consider criminal behavior like polygamy or child abuse? Why are they awarding contracts to groups who wantonly flout the law and openly harm children? Why give money to a sect that is closely tied to someone on the 10 most wanted list?  It's insane.  Surely there are law abiding tool and die companies that could do the job without the government (all of us taxpayers) indirectly funding the rape and forced marriages of children?
This whole thing is a setup, starting with the fake call for help

Sad day in our country when someone can make a fake call and you get your door kicked in
This is disgusting. It is beyond apparent to even the casual news reader that military industry needs to be reformed.

But this is beyond the pale.

Good God.
I'm glad that all the hidden secrets are coming into the light. Mormons are forbidden to know the history of their religion and church...although these incidents in the FDLS sect in Utah and Texas may open their eyes to searching for the truth. Cause most of us don't believe that our undergarments are sacred or that special handshakes will get us into Heaven.
Sounds like the: "Church of Filthy Mind and Lucre"
The police, state and government officials all knew something was going on in that compound. It is my belief they should not allowed this to go on. There are other places that exist with the fundamentalist. They should also be brought down immediately.  Jeffs knows where they are and should be questioned. These are children farms. It is hard to believe this is going on in this coountry of ours.
Fortunately, the contracts overlap both a Democrat and a Republican presidency.  The DOD does not investigate (presumably) law abiding companies for these types of connections, nor should they.
Most likely somebody at Pentagon has close ties to all this, seems like an inside deal and should be investigated further.
Wow, every nuance in the article suggests the Dept. of Defense knew the tool company was a front for the FLDS church.  Hmmm... somehow I doubt the facts will support that.  I may be wrong but this jounalism seems purposfully sloppy.
Of course!  Bush-Cheney bought fundamentalist votes with taxpayers' dollars because they know they can get support if they play the Jesus game: I'll believe Jesus talks to you if you believe Jesus talks to me, and if you wanna rape little girls that's just fine as long as I get your votes!  Brainwashed, uneducated prisoners under 16 are about the only people who would believe their  "religion"!  Is it the water in Texas or is it just fundamentalist Christians who think they can do anything they want to do as long as they claim they "prayed" over it?
I live in Utah and am frankly disgusted with this state's half-hearted persuit of people involved in pleural marriage.  It is illegal in Utah, yet there are stories about it on the news every night.  Yes they pursued Warren Jeffs, but he was one guy in one of several polygamist communities in the state.

Tonight there was a story on the local news about a group of women currently in pleural marriages themselves who have put together hundreds of care packages for the kids in TX.  While I admire anyone who is helping children, shouldn't we be concerned that the authorities allow openly polygamist couples (like the women sending the care packages)?
when all is said and done, many will be shocked,
many will be speechless, and all will be without an excuse.
SICK!!!  there are so many cults here in America that we should be scared!  like Scientology and the Mormons, just think, a member of the Mormon cult was running for President!
While working in the Utah media for the past several years, it was common knowledge that Western Precision had some government contract and the money went to fund the UEP (the collective that owned all the land and ran all the businesses in the community).

My personal Western Precision story is while getting some video of the outside of the building, I watched several workers playing basketball on their break.

Everyone was dressed in the pioneer work garb of the area: blue jeans, thick long-sleeved shirt and some kind of wide-brimmed, leather hat. An entertaining sight.

As I wandered past the building, someone must have seen me in one of the many security cameras and set off a general alarm. The workers playing basketball frantically looked around and when they saw me waling down the sidewalk, they scurried off the court and into the building. Throwing dirty looks in my direction.

I shot my video and left but their behavior was bizarre and made me wonder just what they had going on in there that made them so suspicious of outsiders.
Is our government really that stupid?? The crap that we haven't heard about yet is the really scary part of all this!
As a society we have lost all moral value.
It makes me sick...!!!!!
Is the Department of Defense (DoD) really expected to investigate the owners of every single contract firm who puts a bid in on a project? The DoD fields millions of contracts out a year, various firms bid on these contracts and I am sure very little is known about each individual owner. If every owner was completely investigated I am sure that this articles title would read something like, " DoD Wastes Millions to Investigate American Citizens".
This article and it's title are offensive at best. The Pentagon did not fund this organization, the Pentagon did not come to extremist group and say "Hey how about some money?" What occured here is a private citizen bid on a contract published by the DoD, that same citizen's company was awarded that contract and it was that citizen... not the Department of Defense who donated those funds to the Church.
After all I am sure that if Mr. Sandler was giving money to this organization, it would not be NBC's fault, nor would they shoulder any blame for paying Mr. Sandler per the terms of their contract. It would be Mr. Sandler and Mr. Sandler only who chose to give money in this fashion.
The Defense Department spokesman is just being defensive--he wouldn't be working there long if he said the Pentagon did do something wrong. However, awarding government contracts to those who pay their "church" for the privilege to rape children and abuse women falls rather short of grounds for protection from religious discrimination. Most Americans would not pretend--as does the Pentagon spokesperson-- that the behavior of these "church" elders meets the traditional standards to trigger constitutional protection for "religious affiliation." And it is no wonder these FLDS businessmen can offer the government lower bids--apparently they have plenty of slave labor. These "contractor's" property ought to be seized, the owners sued and prosecuted and all the proceeds (after court costs) used to send their many children to school and to pay their many "spiritual" wives child support and alimony! Mady Maguire, Little Rock, Arkansas.
Wow this is a bit misleading. While I disagree entirely with polygamist and thnk they should all be prosecuted according to the law, an attempt to link the federal government through contracts is very weak. The fact is, Western Precision is hihgly regarding as been a quality machinist at low prices that higher strictly american workers. Corporations fund bad things, CEOs are corrupt. But to insinuate it is due to any administration is ridiculous. to do so you must also attack every engineering firm in the mountain west.
Seems the pentagon and Pres. Bush always have some excuse. I worked for the Government and I had to have all kinds of background investigations concerning my friends, associates and affiliations. Yet a contract for millions for national defense, the pentagon doesn't require the operators to have a complex background check.Maybe the regualtions have to be changed and not damn the taxpayer, the pentagon will do as it sees fit.
DEFENSE DEPT ACTED AS IT SHOULD HAVE

When referring to people or organizations that practice polygamy, the terms “Mormons,” “Mormon fundamentalist,” “Mormon dissidents,” etc. are incorrect. The Associated Press Stylebook notes: “The term Mormon is not properly applied to the other ... churches that resulted from the split after [Joseph] Smith’s death.”
+Is this what they mean by "seperation of church and state"?
It would be naive of anyone to think that the Defense Department did not KNOW about the connection between these "businesses", and what was going on in that church. The next step is considering whether or not they consciously CHOSE to support those businesses, and thus the church. Either way, they ARE in the wrong!!!
So, the Pentagon was in bed with companies that were run by unsavory people? What's new? The way this article is titled it sounds like the Pentagon was helping the folks set up the compounds.

Is this what the article said?

No, the Pentagon gave contracts to a company. Much of the company's money went to the compounds.

We dont' like the compounds now, so the Pentagon should have stuck its nose into the private (as of then unindicted?) lives of the people within the companies it deals with?

Golly, is this what you meant to suggest? Is this an Investigative Unit from America or some kind of facist organization?

Just wondering a bit confused here.
This is not unusual for one part of our government to support a group, while another part is either attacking that same group. Like that old saying the left hand of the Government doesn't know what the right hand is doing.
Wow, such outrage!  Now if you are polygamous you don't have the right to work for the government?  What is this article about exactly?  Are we suppose to be incensed that Polygamous people work for a living?  You reporters are sick people.  Go get a real job.
Religious malfunctions should not go unnoticed in a civilization that so much adheres to principles of self judgement!
why am i not surprized?  our government does lots of things under the radar.....many of which would make my skin crawl.....

I am a member of The Church of Jesus Christ of Latter-day Saints.  I want to point out right off that these people doing this are NOT members of our church.  They have broken off from our church and started their own church.  The LDS church discontinued polygamy back in the 1800s, and it is a common misconception that it is still practiced.  Usually when you hear about polygamy, it is someone who broke away from our church.  If they are members of our church, they would be told to correct the situation or get excommunicated.  The same goes for abuse.  Church members are expected to in the first place be loving and kind and not abusive.  If they have been found to be abusive, then they are counseled to repent.  If they don't repent, they would be excommunicated.  Children's safety is put first.
Another example of the news media trying to turn nothing into something.  The government puts out a request for bid on a product and if the product passes the requirements and is the best price the contract is awarded.  They don't do research on what church the owner goes to.  If we were worried about who invests in the company than maybe we should see how many Iranian business men invest in Microsoft...maybe they are terror related or they are using powerpoint or viseo to draw the plans of a nuclear weapons attack...ooooohh!
More skeletons from the govt's closets....it's getting harder tohave faith in the system, it's no wonder we are losing the war on crime, when the govt sets the example...
I am tired of hearing about religious groups hiding money and sexual perversions under the veil of "The Church."
I believe that all religious groups should be taxed for their income and assets.
Polygamists should be prosecuted to the full extent of the law as felons.
Maybe they should consider not funding child rapists, and maybe take the next high bid instead.
Blah Blah Blah, more religious wackos.  Sadly, our great country has moved back to the 19th century as far as religious beliefs go.  We are ruled by a President who has said that the most important person is his life is Jesus Christ, in other words a person most of the world believes to be imaginary.  The man who may very well be our next President, John McCain, has stated publicly that he supports the teaching of intelligent design.  Christians, Jews, Muslims, etc, all believe in an invisible, magical, super being that noone can ever see or hear(except when no one else is around) who magically uses his super powers to control the universe....magically.

It's just amazing that in the year 2008, with all the advances science has made that the greatest country in the world is populated by people who don't or simply won't understand simple logic, much less science.

I just don't get it.
Any religion or organization that practices, encourages, or tolerates polygamy is NOT associated with the Church of Jesus Christ of Latter-Day Saints.  Polygamists are NOT fundamentalists.  They are the splinter groups if indeed they ever had any ties to the official Mormon church.  Please stop referring to them as fundamentalist of the Church of Jesus Christ of Latter-Day Saints. The Mormon Church with Thomas S. Monson as the President is the fundamental LDS Church.  Mormons do not practice, encourage, or tolerate polygamy.
The Defense Dept. paid for the ligitimate service they had contracted for.  Don't blame them. It is the people who are choosing to abuse or who knowingly support the abuse of minors who are responsible for the trauma there.
This is horrible our government was using our tax dollars to fund child rapists. Only in America.
First, the media should check out how many members of the FLDS compound were on welfare.  Those break-away mormon sects often have their members collecting food stamps and welfare. Their feeling is that it is their right because they were promised God would provide for them, and here is free money, ostensibly sent from God.  Someone in the media, get on this!
Pray for the Women and Children, Let a higher power Judge.
Just curious.  Any political contributions to major gubernatorial, senatorial, or presidential campaigns.  I always find it interesting to follow the money.
I believe that the Dept. of Defense is wrong in this situation. They knowingly gave contracts to a company who supported FLDS and they specifically knew the ties of the CEO of this company to the sect.

I believe that this is different that what the Dept. maintains; that they do not award contracts based on religious beliefs. I think that is okay, when you are dealing with people who are methodist, vs. baptist, vs. catholic, etc. The key difference here is that the polygamist actions of the FLDS are illegal. Only in 2 places is it illegal. Is it thus the Dept.'s job to uphold the majority of the state's laws and to not in any way support illegal activity. I think this definetly casts the Dept. in a bad light. Not because of religion, bust specifically because they supported illegal activities.
It certainly doesn't seem to matter how many scandals are uncovered in this administration or how greivous they are, they seem to be untouchable. or are there so many that we are inured to them. another company so cozy with the government dragging religion along with it perverse and fascist how sweet.  by the way does anyone wonder where that missing $8 billion lost in Iraq is? How soon we forget.
I think that Western Precision's money should be given to the people that were removed from the sect or bring a law suit against them.  The government should be more careful with whom they award contracts too.

The next news will likely be that these Western Precision evecutives will be getting The Nobel Peace Prize for their religous endeavours.
This further reiterates calls for more regulation in state spending. The military industrial complex has no face, it doesn't care who those contracts go to as long as the bottom line is met.
This is journalism?  Existing law pretty much prohibits asking about religious affiliation in a business situation.

Deep background.....more like deep boredom.
Thanks for bringing this to readers' attention!
My concern is - how was that company able to make enough money to give away $100,000 per month? And have nice cars it could loan out willy nilly?
Was the Pentagon paying too much (i.e. giving away our hard-earned tax dollars?) for whatever service this company supposedly provided? Were the products actually substandard (using lesser quality materials) and that was not detected by the government (i.e. metals that are not the right mixes of components . . . or not properly treates . . . so that they might fails to live up to specs or, might even threaten the lives of our soldiers under the DOD by failing to work properly)?
They should have been aware of some of the companies activities - through their requisitions and financial audit review processes.
But on a related note - I don't know how far the government could have gone on on the grounds of religion alone. 'Fundamentalists' of many religions can certainly  pose a threat. But I think the real question is whether they are religios or, instead, simply self-serving and using the name of religion to promote their self-serving objectives. THAT is something the government can, and perhaps, should make itself aware of - and given the benefits given to religious groups under commercial tax laws - is important to the rest of us taxpayers so our money (which has already been overspent by the government) addresses the real needs of 'the people' not just the crazies who dress themselves up as religions.
