Pentagon funds aid polygamous sect

By Tim Sandler, NBC News Investigative Unit

As a child-abuse investigation continues at a polygamous compound in Texas, NBC News has learned who helped fund the controversial sect.

It was the U.S. Department of Defense.

Freedom of Information Act documents obtained by NBC News show that the Pentagon awarded contracts of at least $1.5 million to two Utah-based companies owned and operated by senior officials of the Fundamentalist Church of Jesus Christ of Latter Day Saints, or FLDS. The contracts, issued from 1998 to 2006, were for aircraft parts and other military equipment.

The Pentagon contracts were awarded to Utah Tool & Die and Western Precision, Inc., which operated in Utah. The president of Western Precision was Wendell Nielsen, described in multiple media accounts as a senior official in the FLDS religious sect, whose West Texas compound was raided by police earlier this month as part of a wide-ranging child-abuse investigation. Neilsen disappeared with church leader Warren Jeffs after Jeffs was put on the FBI's 10 Most Wanted list in 2003. Jeffs, the sect's "prophet," was convicted last year on two counts of rape as an accomplice.

The records show that Western Precision continued to receive government contracts even after the well-publicized manhunt. And when Jeffs was captured in 2006, he was riding in an SUV registered to John C. Wayman, another Western Precision executive.

So how could federal funds have ended up aiding the FLDS church? According to an affidavit filed by Wendell Nielsen's son in a church-related court case, Western Precision gave the church up to $100,000 a month, a testament to the close ties between the manufacturing firm and the church itself.

For years before the Pentagon issued the contracts, newspapers were reporting sensational allegations about the Mormon fundamentalist church. The Pentagon continued issuing contracts to the firms as the media reports continued. A 1991 article in the Salt Lake Tribune, for example,  reported that the church engaged in polygamy, "commingled church and municipal money" and evicted dissidents who disagreed with the church. The 1991 article quotes "sect member Wendell Nielsen" -- the president and CEO of Western Precision -- describing church leaders as "direct agents of God."

A Defense Department spokesman says the Pentagon didn't do anything wrong. He tells NBC News that the Defense Department does "not consider religious affiliation" when awarding contracts and relies on cost and performance in selecting contractors.

And the Defense Department was apparently pleased with Western Precision's work. In 2002, it honored the company with its "Innovative Business Performer of the Year" award.

Nielsen and Wayman and other church elders who worked at Western Precision, now known as the Las Vegas-based NewEra Manufacturing, could not be reached for comment.

Earlier this month a state judge ordered the removal of 416 children from the FLDS compound in Texas, after a 16-year-old girl tipped off police that she had allegedly been raped by an FLDS man she had been forced to marry.

nice article... america needs to know these things.
This article is just opportunistic sensationalism. If people bother to read beyond the headline, the fact that the company received an award for exceptional quality work proves that members of FLDS are hardworking individuals that are making a valuable contribution to our society. To whom they support with their earnings (unless criminal) is their business.
the Defense Department may "not consider religious affilation" when awarding contracts, but I believe there are federal laws regarding contracts with felons...
It's no wonder that the U.S. government has a tremendous debt that continues to grow.  How many more false contracts in the millions or billions are going unaccounted?  Hopefully, there is some oversight group that will now begin cracking down on this wastage and put money where people and society need.
What do you expect from a corrupt govt. which no one will make accountable. So the corruption goes on, on and on. No wonder our jobs and etc. are disappearing, we are idiots and fools, and say nothing.
Notice how the word "Mormon" doesn't appear until the seventh paragraph.  Where do you think "Islam" would appear if this were an Islamic fundamentalist sect?    I guess the MSM is playing it safe on the outside chance that Romney becomes their VP nominee.  Remember when we had a free press?  Gosh, I miss those days.
This just shows the leaders of the sect were efficient business people who new how to get and keep a federal contract. I am wiling to bet the aircraft parts don't come labeled made by child abusers!
Absolutely shocking. I never thought the U.S. government would fund an oppressive regime. Truly shocking.
Why are we suprised that the Government doesn't mix morals and business?
Jeff,
Quit associating the Church of Jesus Christ of Latter-day Saints (the "Mormons")with the FLDS church.  There is no association between the two, whatsoever.  Get your facts straight.
You've got to me kidding me...what is this article meant to do?  Stir up more hatred for the government and the Department of Defense?  People know exactly what would happen if DoD began discriminating based on "religion."  Also, it isn't DoDs responsibility to conduct law enforcement as part of contracting and track religious groups.  Religious beliefs are not part of the contracting process, nor should they be.  If the polygamist group had been labeled "illegal" earlier then the owners of the businesses should've been arrested a long time ago.  Until now, they weren't charged with crimes and had no warrants, so what was DoD supposed to act on.  Gimme a break.
Yeah, the pentagon doesn't consider religion, unless you happen to be a Muslim, or know Muslims.
The Defense Department spokesman proclaiming... "the Pentagon didn't do anything wrong." This is another ludicrous case of denial. This is another example of
the abysmal amorality of those guiding our country. This is yet further proof of the underbelly of rot that masquerades as business as usual. Shame on you for doing business with these scoundrels - just the latest members of the "hall of shame" whose list has grown exponentially over the past eight years of the Bush administration.
Is the media sure there even is this mysterious 16 year old female victim that allegedly called a domestic violence center in Texas? How is that the police haven't identified her yet?    How could law enforcement have obtained a search warrant without some significant evidence to the court that, in fact, this young lady exists and they have a means of identifying her?  If this young lady doesn't exist (a false call in) then that would suggest that anything law enforcement did to gain entry onto that private property violated the US Constitutional right against unwarrented search and seizures.    One would think that the police claim to have had an insider on site for four years that surely this leak source could identify this young lady -- if she exists at all.

As for the defense industry giving contracts to members of this organization-- hey!  they employ aliens all the time at highly secured US research centers and no one bats an eye;  DoD has sent US defense manufacturing off to China and other hostile nations and its 'no big deal'.  Why would DoD be concerned about this group?   At least the contract went to an American firm rather than being offshored.
NBC should continue to investigate the sect..their social as well as their business practices need a closer look. Many of their business dealings are employing family members who are not paid and the profits go to the "church". I have seen businesses in las Vegas who are owned or connected to the Barlow family over the years.
"For years before the Pentagon issued the contracts, newspapers were reporting sensational allegations about the Mormon fundamentalist church."

Nice reporting...why is it that every article written about the FLDS includes some reference trying to link it with mainstream LDS church?  These people are not Mormons.  They are polygamists who happen to have similar beliefs.  That does not make them Mormon Fundamentalists, it makes them lawbreakers.  Try to actually report the truth once in awhile instead of taking every opportunity to bring the LDS church into a situation it has NOTHING to do with! As far as the government funding businesses who participate in illegal activities, why is this surprising?  The government has given several grants to groups who support illegal immigrants, who work out of business locations with expired municipal licenses and who promote hate and mob mentality against the United States.  Why not do an article about that?
The wording of this article by your Investigative Unit strikes me as somewhat dishonest.  You wrote the the Department of Defense had helped fund the polygamist sect.  NOT TRUE!  Reading further, the Department of Defense merely paid a company for a service and/or product.  The company and its officials then chose to support the sect with funds that were now theirs.
I am impressed that real investigative journalism is still being done by NBC  AND actually being 'reported'.
This whole scenario reeks of something. I don't condone abusing children or anything like that. However, I have often heard of abuse in different parts of the social environment, but they never taken away all the children in any neighborhood that I can remember, based on a complaint. Is there no protection for the mothers and children in this case? Doesn't the constitution have any protection for those not associated with the aledged abuse? I am seeing some very dangerous things here that the constitution is supposed to protect us from happening here. Some of the same things here that we look down our noses at from other countries and from Islamic abuses of young children mainly girls. Are we underwriting protection for one group and persecuting another? Wouldn't we all have been better served by permitting a staff of social workers be inserted in the compound, correcting specific things rather than uprooting 461 kids from their parents? What we did is going to have a traumatic effect on those families.
Please check the AP Stylebook on the use of the word "Mormon." You have used it inappropriately in the context of this article.
I agree with the statement that the Pentagon issued.  I wouldn't think that it was right if the government looked at someone's religion before they decided to do business with them.  It's not really applicable.
Why is this a surprise?  The Pentagon has been awarding contracts to abusive people all over the world.  All of our "top" allies, from Saudi Arabia to the former Osama Bin Laden, are abusive groups/people.  That is who the U.S. Department of Defense likes to do business with.
"Pentagon funds?" The funds didn't belong to the Pentagon when they got sent to the church, they belonged to Western Precision and Utah Tool & Die, and their executives. Therefore the statement that "...NBC News has learned who helped fund the controversial sect. It was the U.S. Department of Defense," is factually incorrect.

Say I'd bought parts from one of these people/companies. If you'd made the same statements replacing the Department of Defense with my name? You'd be looking at a legal notice right now, instead of this comment.
I guess media has to dig up dirt when there isn't any, especially if they can try to make the DOD look bad I guess.  Religion should not enter into a contract for one, and for two the sect was in Texas and the contracts were awarded in Utah.  Polygamy isn't the same as committing sexual assult on and marrying a minor.  this article is no more than trying to now make it look like the DOD and the mormons (who don't sexually abuse minors secretly) look bad.  Is there any low a media won't stoop to?
Now look up JNJ Engineering in Hildale, Utah and Tonto Supply in Colorado City, AZ. Both do business with both state and local governments, and a money trail can be traced to the FLDS church.
It is a well-publicized American dogma during the past century that no one should treat anyone else either favorably or unfavorably based on that person's religion. Then comes FLDS. Patriarchal, polygamous, girls married young & living contrary to much of everyday modern life --- they manage to step on just about everybody's toes. The question is, which is it? Do we treat everyone equitably regardless of their strange beliefs & offensive religious customs, or do we not? If yes, then, given that cost & performance truly were the sole factors under consideration, the Pentagon did only what Americans should expect in awarding the Utah companies those contracts. But if not, then the United States & other western nations are gross hypocrites, not actually practicing the religious liberty that they preach.
Does anyone remember the initial concept on which this country was founded?  Why did folks initially flock to the "New World"?  What is the first ammendment to the US constitution guarantee?  FREEDOM OF RELIGION!!!

I'm not saying that I agree with their practices...I don't.  My opinion (or anyone elses) is irrelevant on that point...These people have a RIGHT as Americans to worship as they see fit.  It's the cornerstone on which of these United States' were founded.

"I don't agree with a single word that you have said, but I would give my life to defend your right to say it." (usually attributed to Alexander Hamilton at the Constitutional Congress, 1782)

Why were 416 children removed from their home? Why not remove the smaller quantity of men - the guilty - instead and reduce the mental impact of the children?
Give me a break! Do you WANT the Dept of Defense to consider religion when awarding contracts? Maybe only give contracts to companies with Catholic executives? It is the sole discretion of the business who they give their money too, that should not be a consideration either. This article is like saying that if you shop at a grocery store owned by a Catholic person that you are supporting the sexual misconduct lawsuits filed against that church. This article is a stretch to put it lightly.
When are we going to stop these things from happening again and again?  If Nielsen and Wayman and others could not be reached for comment, why not?  The government intervenes in every aspect of our lives; except for this.  Enough is enough.
How can we teach our children values when our government acts as though they have none?J
Makes one wonder what else does OUR, mostly disfunctional GOVERNMENT and many of it's officials, fund with the American people's money!
I had to read this twice in order to believe it. Does this make our government accomplice to corruption? Is the church now defunct or will it continue with it's twisted religion?
This just shows how out of control the Federal Goverment has gotten. Whenever a story like this is revealed the person in charge of awarding the contract, or of makeing the payment for a high priced tolet seat or whatever should lose their job and retirement and then the government should hire someone that would show some interest in the position they hold rather than the paycheck they get. (I am a retired federal employee and I believe I honored my position).
Funny how this 16 year old who made a report has never surfaced, dont you think. Makes me wonder if the phone call was not staged as a means to raid their church. I mean come on in almost criminal case in order to get a search warrant you have to have a reliable witness to go before a judge to get it. So where is the recording of this phone call at. Dont you think its funny that it has never been mentioned ? Something this serious should have had a recording made of the actual call , also with todays technology the call could be traced to obtain the location from where the call originated from. Funny that the media has not picked up on this and investigated this. Do I think polygamy is right? Personally I dont, I also dont think forcing young girls into marriage isnt right either. Neither is fabricating evidence to get search warrants. So with that said hopefully someone will have the guts to start asking about phone call.
I do agree with the Pentagon, there should be no sensationalism regarding this unless there are finds pointing to wrongdoing on awarding the contracts.

This may sound illegitemate coming from a resident of Salt Lake, however I feel that business should not be hindered so long as the proprietors are not directly commencing business outside of the law. Their personal choices and affiliations are not justification to disallow business with the government.
I disagree with your assesment that pentagon funds aided the religious sect.  The contracts were awarded to legal businesses who as far as I can tell filled their contract.  The fact that the companies were owned by members of a "religion" are completely irrelevant when it comes to legitimate business conducted.  On the other hand the owner of the veh Jeffs was caught in was aiding and abetting a fugitive and should be punished as such.  Still, the pentagon had nothing to do with how these companies assisted either the sect or the executive assiting a fugitive.

This government is guilty of a lot of things and you should focas your attention on those, not trying to link it to ever recent tragedy to get an emotional response from your readers.
How could the US government turn a blind eye to the imprisonment and slavery of 3 generations of women, under the pretense of freedom of religion? It is a disgrace, just as slavery of the blacks was a disgrace.  Now we find our government financed this group. Simply disgusting
What happens in a Polygamist Sect's churches and upper-floor bedrooms, SHOULD NEVER stay out of the awareness and monitoring of the community, especially when children are involved !!.  It only confirms how blinded, oblivious and irresponsible this administration has become over the past seven years.  We definitely need a significant change in direction, vision and policy making at the White House.
DoD should NEVER take into consideration race, religion, or creed for awarding contracts; think if the opposite were to happen and the uproar which would ensue.
NOW THATS REALLY A DISSAPOINMENT FOR THE GOVERMENT KNOWING THAT THIS SECT IS INVOLVED ON ABUSE OF MIN0RS, AND THAT REALLY IS TAX DEDUCTED FROM CITIZENS THAT HONOR AND RESPECT FAMILY VALUES, AS WELL AS KIDS PURPOSE IN LIFE.BEEN USED TO PROMOTE THIS KINDS OF CRIMENS.
It is a well-publicized American dogma during the past century that no one should treat anyone else either favorably or unfavorably based on that person's religion. Then comes FLDS. Do we treat everyone equitably regardless of their strange beliefs & offensive religious customs, or do we not? If yes, then, provided cost & performance really were the sole factors which came under a proper consideration, the Pentagon did only what Americans should expect in awarding the Utah companies those contracts. But if not, then the United States & other western nations are gross hypocrites, not actually practicing --- or, at a very bare minimum, not actually wanting to practice --- the religious liberty they find every chance possible to preach from a bully pulpit of truly global proportions.
Please be aware that the is no such thing as a "Mormon Fundamentalist."  The FLDS church is not affiliated in any way with the Mormon Church.  There are no polygamists in the Mormon Church and there are no polygamist "fundamentalist" sects in the Mormon Church.  Ask any member of the FLDS Church, they'll tell you the same thing.
So WHERE is the news story here?  If a company is providing a service to the Defense Department and donate money to Pat Robertson (who supported apartied in South Africa and advocates for the violation of Palestinian human rights) will this news medium report it?

Message to editor: get over you biased, narrow-minded and deliver REAL NEWS.  Stop attempting to create controversy where it does not exist....
I really don't see why this is "sensational" news.  I don't consider the religious affiliation of companies I buy from, as it doesn't matter to me.

This sounds like "Seven Degrees of Kevin Bacon," where you can take any name and link it to Kevin Bacon.  Maybe "Seven Degrees of FLDS"
I hope that this ranch in Texas will be totally destroyed! It is a place of abuse and suffering, slavery and spiritual death. I hope those children get the help they need to succeed in this life after all.
And also I hope all the ones involved in the development of this place of torture will be put in prison for many, many years!
Must have been a really slow news day.  This is stupid.  Maybe we should also insinuate the local grocery store is partially at fault for selling them veggies?  And I'll bet there is a utility provider we can blame for selling them electricity?  Or maybe you want the feds basing their subcontracting on the religion of the contractor?
I don't see anything wrong here. The company was awarded a gov contract and performed so well they won an innovation award. The execs donated corporate profits to the charity of their choice. We may not like their choice - but this is a free country and they're free to spend their hard earned profit any way they wish.
A senate investigation must start IMMEDIATELY and the Secretary of Defense and President Bush must be called in to testify. If the Patriot Act was enforced more accurately, instead of targeting minorities, this may have been caught earlier.
