Government warns of terror threat to trains

In a bulletin released Friday to U.S. law enforcement officials, the Transportation Security Administration (TSA) is warning of “continued strong terrorist interest” in targeting mass transit systems in the U.S. The 10-page threat assessment, labeled “Unclassified/For Official Use Only” and obtained by NBC News, cautions that the “U.S. mass transit and passenger rail systems are vulnerable to terrorist attacks because they are accessible to large numbers of the public and are notoriously difficult to secure.”  Previous rail attacks in Madrid, London and Mumbai “could inspire terrorists to conduct similar attacks in the United States,” the report adds.

However, the authors of the intelligence analysis make clear that there are no known, immediate dangers. “At this time, there is no credible intelligence regarding specific plans by any extremist groups or individuals to perpetrate an act of terrorism against the U.S. mass transit system,” they write.

"Mass Transit System Threat Assessment"
The report is titled the “Mass Transit System Threat Assessment” and was prepared by TSA’s Office of Intelligence. It comes just weeks after Amtrak announced a series of new security measures. Amtrak does not routinely screen passengers or their baggage with metal detectors or other devices, as all U.S. airlines do. Instead, it announced on Feb. 19 that it would use so-called Mobile Security Teams to randomly check passengers and baggage.

The report identifies Al-Qaida as one of the “most likely actors” in potential attacks. “Al-Qa’ida and affiliated extremists pose the greatest threat to the U.S. mass transit and passenger rail system,” it states. “The threat to heavy and commuter rail in the Homeland is greater than the threat to buses and light rail. Attacks on buses overseas tend to be small-scale and are carried out mainly by smaller separatist groups within their own countries.” Other terror groups are a threat, too. “Lebanese Hizballah, which has supporters inside the United States, is less likely to attack U.S. domestic interests unless it perceives the United States has become a direct threat to its leadership, its armed capabilities, or to Iran,” the TSA authors write.

The threat from industry insiders:
TSA worries that rail-industry insiders might become terrorist accomplices: “The insider poses a significant threat to transportation security. Intelligence indicates the desire of terrorist groups such as al-Qa’ida to use individuals with insider knowledge of transportation sectors to help facilitate an attack against the United States,” the report states.

It cites two examples:
--“Asmin Amin Tariq, a security guard at Heathrow International Airport (LHR), was one of 24 people arrested in connection with the plan to blow up aircraft in the 2006 UK-U.S. transatlantic plot. Tariq helped Islamic extremists pose as airport employees so they could conduct surveillance of security procedures at Heathrow. Tariq allegedly provided information about airport security procedures to the would-be bombers,” the TSA writes.

--“Turkish citizen Adem Yilmaz, reportedly a member of the Islamic Jihad Union cell targeting Germany, was arrested in September 2007. Yilmaz was employed in the security division of rail operator Deutsche Bahn from 1997 until 2002. During that time he worked in the railway station of Frankfurt airport. The airport was one of several targets his cell that allegedly considered,” it adds.

Homemade explosives:
The TSA is concerned about the use of low-cost homemade explosives, and even an exotic chemical bomb called the “Mubtakar.” “Multiple improvised explosive devices (IEDs) and improvised incendiary devices (IIDs) are the most common means of attacking mass transit targets. Although homemade explosives are more likely to be used, chemical and biological attacks are also possible agents for terrorism,” the report says.

“Al-Qa’ida is reportedly interested in producing compact chemical dispersal devices. The group developed a small device called a mubtakar for disseminating cyanogen chloride and hydrogen cyanide. The device is considered efficient in enclosed spaces and could be effective if used in subway cars and underground rail stations,” the TSA analysts conclude.

Once again, the Bush Administration's politics of fear and the media falls for it every time!
Amtrak is probably resisting applying security to attract business. We need to secure the trains. I would hate to see/read about lots of people being killed on the Acela because we refused to beef up a KNOWN security hole. We have to grow up...the period of pay and walk is over.
you can be as cynical as you want but it  was not my imagination that 2  buildings were blown up and 3000 people lost their lives.  
Well this article was no surprise to see; right on track, actually.  After reading the first chapter of Armed Madhouse, watching stories about the price of oil, reading yet more articles defining what the U.S is doing in Iraq when the fight was Afghanistan, and reading more articles about the Saudi's, I expect that should the U.S. be attacked again there will be Saudi's involved, and it will influence the amount of oil produced, and the price per barrel.  It's the Saudi's!!! - and an attack backed by Cheney and his gang will happen again, and yes, it's meant to scare and control you and your pocket book.
Very few people doubt there will be another attack someday/somewhere.
The question is: How will we react?
We may get mad, we may get even, we may do a lot of things, but we won't self destruct.

The TSA approach of "protect everything at the expense of all personal liberty" ignores the basic resilience of of the American people and the human race in general.
It takes a lot lot more than a terrorist with a train bomb to cow a society into subservience.
 
I think it's ironic that this report is published only a few days after Amtrak's new policy on randomly searching passengers.  Just another liberty down the toilet and into the hands of government and industry; all in the name of national security, of course.
Great work NBC.  Clearly our own media is a worse threat to us all than the terrorists.  How about bringing charges against the media for aiding terrorists?
I agree with many of the aforementioned responses: Why is it that these threat assessments or warnings always seem to coincide with campaigns and election nights?!!!

Huh? This is old news. The TSA started doing this with Amtrak a while ago. Call it two or more weeks ago.

Whats worse is that the public has stood by like a deer in headlights! Time to wake up and get a backbone before our ship is sunk and it all starts with the MEDIA! The fact that the media isn't crying FOUL and reporting the grandiose public distaste for bankrupting our country and ruining our reputation worldwide is beyond me...
Let's stop being a bully empire to the rest of the world and see what effect that has on our own security. I'm sure it would be possitive.
If your child is about to do something that he or she knows not to do, and you're privy to that information, why would you stand aside and let the inevitable happen?  That's stupid.  The parent has the responsbility to step in and put a halt to the child's activity.  Crazy analogy?  Maybe.  And, yes, I know we're not dealing with parent-child relationships, but there are similarities.  We do send out some pretty good messages for the terrorists to know that we're at least watching and listening.  By the way, I'll continue to use Cleveland's public transportation system.  I am not afraid.
 as a railroad worker, i can assure you that would not be a good idea, we are constantly on guard, and as everyone knows, an armed society is a polite society.  it is possible i guess, but the risk to anyone who tries is very real.  railroad workers are very good citizens, most are exmilitary, and are good at what they do.
Does the executive branch warn of terror threat on Tuesday, because on Wednesday the Congress votes for wiretapping law immunity for spying?

Didn't the anthrax terrorism of October 13 2001, which murdered several Americans and was targeted to members of Congress and TV news anchors, occur during the week of the Senate vote on the USA Patriot Act?

Why yes, it did.

So what's the status on the anthrax investigations, Federal Bureau of Investigations?  The anthrax killings were a multiple political murder:  Hamilton NJ's US Post Office workers died from anthrax. I was afraid to open my mail, along with thousands of others in central NJ.

No change in status in six years of this investigation?  And you say top men are on it, top men?

Thanks NBC for aiding and abetting potential terrorists. The information in the bulletin was directed at the law enforcement and surface transportation communities not the public. The handling caveat clear designates the bulletin "For Official Use Only" (FOUO), I guest media's interpetation of FOUO is international distribution of the document. As usual the media's zeal to lead the news cycle overrides our collective security.
I would like MSNBC to reveal the name of the government official who approved publishing this information.

The document says:

and is not to be released to the public, the media, or other personnel who do not have a valid “need-to-know” without prior approval of an authorized TSA official. No portion of this report should be furnished to the media, either in written or verbal form.


Was this document illegally leaked to MSNBC?

Again, MSNBC, what is the name of the government official who gave this report to the media?
If this was really classified info, believe me, it would take decades for the media to know about it (if ever). They have released this because it is old and obvious information, and both the media and government want to remind people to "be aware of their surroundings". Safety is a state of mind, and we should always be alert. "We will never forget", but we need a reminder once in a while... Thanks.
OMG!  Do the media care that they are giving terrorists the blueprints for mass destruction?  No.    Freedom of the press was not intended to give advice and counsel to our enemies.  I am beyond incredulity.
Correction: Joe Biden has been saying this for years.  Just like how he said on Sept. 10th 2001, "Our greatest threat doesn't come in the form of a bomb, but in the belly of a plane or a vial being smugggled in a backpack
The terror threat is nothing new.  We have been hiding our heads in the sand since 911.  Of course the crazies want to think it's a government plot.
Has anyone read 1984 lately? Granted it's just a book--but even science fiction has now become reality.  Rereading it today is like reading this latest "terrorist" threat bulletin.  We have had more red flags than this that we should be paying attention to.

The use of fear as a method of control is verified. But, it the people, in acquiescence to an all powerful security state who are really at fault, for allowing their fears to control them.
No one can manipulate you, if you are sure of your beliefs and positions.
Amtrak is a quasi-governmental (parastatal)agency, and as such, are a willing tool of others within the security state, like the DEA, whom they give lists of people who take the train round-trip to NYC, same day and pay cash. This is a train company, or private eye service.
Do not be distracted by the bouncing ball, follow your own mind. You think there is no relationship between the appearance of Dogs (drug sniffing, not explosives), Machine Guns and a general effort to subjugate and intimidate average Americans,to maintain the U.S. Military war on the world (750 bases?)by eliminating voices of opposition (bye bye Dennis, John & Ron)?

This is absolutely irresponsible.  MSNBC should be ashamed and, I feel, fined or prosecuted for publishing this information.  Why is it legal to publish information which the government has identified as sensitive?  Why is this not considered some minor form of treason?

I'm not saying our government entities are perfect, far from it... but our society expressly creates government agencies to handle sensitive information precisely because its dissemination can be harmful.  Don't you get it MSNBC??? if the report says FOR OFFICIAL USE ONLY, so we don't want it out in the public.  The PUBLIC does NOT want it out in the public.  We elect officials to handle such data.  (they may not do a great job, but that's a different problem, not solved by publishing sensitive data.)

In summary, even if the contained info is nothing new to terrorists, even if the government does a piss-poor job of protecting us, as some suggest, MSNBC and other new agencies do the public a grave disservice by publishing this data.  I would like to see any new agency who violates a document security protocol (like OFFICIAL USE ONLY) held accountable, either punitively, if an applicable law exists (which it should), or economically via boycott.
Got to love the government. With yet another terror alert meant to scare the sheeple, we must be secured by our government. How many more years are the US taxpayers going to be duped into suspending the Constitution and the Bill of Rights so Fatherland Security can march over liberty?
I'm more afraid of seeing the USSA rise from the ashes of the USSR.

HELLO???  Did you all not read that this was for official use only???  It was leaked to NBC- so stop your government conspiracies about the gov't providing this info to disrupt elections.  Thank you for those of you who pointed out that NBC CHOSE to release this info to the public, and that it wasn't meant for public dissemination.  Why don't we blame the media outlets instead of the government?  The media outlets are providing terrorists with way more info than the government does.    
Thank you msnbc - I will now focus on vaguely hazaradous train travel rather than on the election. I was rather preoccupied with the democractic process; now, I will focus on more on the trains, on terrorists. Interesting, the timing of this fear story. I am more scared already.
Lets see if I got this straight. WTC Bombing was over 6 years ago. The London Bus Bombing was 4 years ago.
The Spanish train bombing was 3 years ago. The election is in 7 months. A warning about trains was just completed. Expect a similar warning about buses in July. Then in October there will be a warning about trolley cars.
What did we expect after the Bush administration has delayed the trials of the detainees in Gitmo until an election year, what better way to antagonize the radicals and focus the debate on national security. All the while people are bearing the increasing burden of a devalued dollar which has increased the price we have to pay for oil which in turn increases the costs of all domestic production and transportation
Great!!  Let's start the "W" fear machine again. If public transportation is unsafe, we will buy more gas. The big oil companies will make out big time while we all struggle to pay $4 buck a gallon but "W" and all his oil mongering buddies should be plenty rich.  Actually it's more like a political domino affect!  Higher gas prices - less spending - people lose their jobs - people lose their homes...nothing left to do but to enlist for those who live in rural America.  
This country will eventually go bankrupt guarding all of our "interests" in other countries and then spending millions guarding everything in this country.  We are vulnerable to almost any terrorist action.  Unguarded nuclear and chemical plants,
open water systems, etc, etc, etc.  Give us a break
I like how the media makes it sound like they did us a favor by printing this "...labeled “Unclassified/For Official Use Only” and obtained by NBC News" news bulletin. The terrorist are laughing as they sit back and watch us destroy ourselves with stupidity and while our media heroes make unsafe decisions for us just to make a buck.  Nice thinking!  Now give us some news that we don't already know and won't get us killed!!
By publication of this document, Microsoft and MSNBC have demonstrated the same indifference to the laws of this country and the same desire to create fear in and gain the attention of the general public that motivates every terrorist.

Microsoft and MSNBC have now joined the elite ranks of organized terrorist groups, AND of those that hack, pirate, share, and otherwise distribute their products without consideration for the law or due compensation.

This information is useful because it causes people to be more alert.  And diligent people are the best single defense we have against furtive terrorists.  
Im curious, how many people on here complaining about the "cost" of the war on terrorism, and of our government, were questioning our government after 9-11-01 for not takeing action against terrorists "before" they attacked the U.S.
As someone who works in a train yard for a large train service company i would like to say that the very real threat of someone planting any kind of device on a train is all to real. The train yard I work in is constantly chasing off transients and non personel due to the lack of security and openness of the yard .May we never know how vunerable we really are out here but the all to real situation exists .
We dont need to be saved by our government. Everyday i wake up and drag a razor across my neck. then i get into my car which has around 20 gallons of gas and several spark plugs. i drive my car to the airport where i drink iced tea with aspartame and get on a jet holding 11,000 gallons of jet fuel and flying at 30,000 feet. in the evening i go to the bar for a drink and im exposed to second hand smoke. my point is that life will be full of risks no matter what we do. we cant eliminate risk. so to spend all these billions and billions of dollars is doing nothing. we still have terror alerts all the time and i dont think there is one of us who believes we wont have another attack here at home. we are giving away billions of dollars for no reason while we have hungry people, homeless people and people with no medical coverage here at home. its like a kid giving his lunch money to the school bully for protection. except we are running out of money and the bully is getting very greedy.

To Eric and big suv's,if noted these are driven by Liberials who tend to be the middle class babyboomer/grow up hippytypes. And mass tran is used by both by the privileged and less well off ,for only one reason, convenient and less expensive.Using still only a fraction of the daily oil consumption of the USA,not a concern of oil,or an excuse to blame the president for our over use of petroleum.
My husband and I often take AMTRAK from CT to NYC. It is harder to get into a Red Sox game with a backpack full of baby diapers and supplies than board a train with a suitcase full of whatever that will bring you into Penn Central right underneath Madison Square Garden where at various times there could be 16,000 people at a sporting event. I have never understood this lack of security measures on trains.

In response to Mickey from Chicago... since when does Canadian National, a PRIVATE (since 1995) company, manage the "majority" of US rail freight?  Both CN and Canadian Pacific operate a number of regional railroads in the US, either through merger or as parent companies.  Either way, they move just a fraction of domestic rail freight.  The VAST majority of US rail freight is operated by US-based companies, i.e. Norfolk Southern (based in Norfolk, VA), CSX (Jacksonville, FL), BNSF (Fort Worth, TX), and Union Pacific (Omaha, NE).  A cursory look at statistics will show that UP and CSX have had a far more "dismal" safety record.  You should learn a thing or two about the rail industry before spouting ignorant alarmist propaganda; comparing Canadian-based rail operations in the US to the recent Dubai port controversy (which appears to be what you're doing) is like comparing apples to oranges.
 I agree with the fact that a terrorist attack is possible at anytime, it's the "what if" game that keeps an unfortunate sum of people prey to government scare tactics (excuses for spending all our hard earned money).  When in reality and necessity we all need to come together and worry about  WHAT IF our taxes continue to rise but our jobs continue to fall???  WHAT IF only the wealthy can get medical attention that's truly needed???  WHAT IF we can't feed our family's, let alone afford shelter??
Yeah I stumble on Official Use Only documents that are not intended for public ALL the time!  I post them on my Myspace for the world to read and panic over!  .. and now without the sarcasm:  This is either fake, or stupid, or both.  Fake because I don't see how it was obtained and allowed to post to the public.  Stupid because it basically is saying "Hey terrorists, if you're idea to kill us isn't fool proof, here's one that is!".  Both because look what it's already generating amongst the readers.  Way to go.

I haved been a life long republican/libertarian and am so ashamed of my party.  bush is a joke.  I swear he has an IQ of 100 or less.  If there any way to put out a threat of impending doom his staff will help him do it no matter how lame it is.
big shocker, i doubt this is news to anyone.  i also doubt we have seen the last of attacks in America, not so much if but when and where.  the only hope to prevent this is to continue to take it to them in their "homelands", keep them off their game as much as possible.  In the end it will be hard to stop someone who doesn't care about their own life but can remain vigilant and hopefully prevent another disaster with the likes of 9/11 or Pearl Harbor.  We are a nation at war, a war of ideals, morals, and a way of life.  rest assured that there will be a winner and loser in this war just like any.  It is time that the pacifists in this country realize that our enemy will never be pacified until we are dead or under his rule.
