Government warns of terror threat to trains

In a bulletin released Friday to U.S. law enforcement officials, the Transportation Security Administration (TSA) is warning of “continued strong terrorist interest” in targeting mass transit systems in the U.S. The 10-page threat assessment, labeled “Unclassified/For Official Use Only” and obtained by NBC News, cautions that the “U.S. mass transit and passenger rail systems are vulnerable to terrorist attacks because they are accessible to large numbers of the public and are notoriously difficult to secure.”  Previous rail attacks in Madrid, London and Mumbai “could inspire terrorists to conduct similar attacks in the United States,” the report adds.

However, the authors of the intelligence analysis make clear that there are no known, immediate dangers. “At this time, there is no credible intelligence regarding specific plans by any extremist groups or individuals to perpetrate an act of terrorism against the U.S. mass transit system,” they write.

"Mass Transit System Threat Assessment"
The report is titled the “Mass Transit System Threat Assessment” and was prepared by TSA’s Office of Intelligence. It comes just weeks after Amtrak announced a series of new security measures. Amtrak does not routinely screen passengers or their baggage with metal detectors or other devices, as all U.S. airlines do. Instead, it announced on Feb. 19 that it would use so-called Mobile Security Teams to randomly check passengers and baggage.

The report identifies Al-Qaida as one of the “most likely actors” in potential attacks. “Al-Qa’ida and affiliated extremists pose the greatest threat to the U.S. mass transit and passenger rail system,” it states. “The threat to heavy and commuter rail in the Homeland is greater than the threat to buses and light rail. Attacks on buses overseas tend to be small-scale and are carried out mainly by smaller separatist groups within their own countries.” Other terror groups are a threat, too. “Lebanese Hizballah, which has supporters inside the United States, is less likely to attack U.S. domestic interests unless it perceives the United States has become a direct threat to its leadership, its armed capabilities, or to Iran,” the TSA authors write.

The threat from industry insiders:
TSA worries that rail-industry insiders might become terrorist accomplices: “The insider poses a significant threat to transportation security. Intelligence indicates the desire of terrorist groups such as al-Qa’ida to use individuals with insider knowledge of transportation sectors to help facilitate an attack against the United States,” the report states.

It cites two examples:
--“Asmin Amin Tariq, a security guard at Heathrow International Airport (LHR), was one of 24 people arrested in connection with the plan to blow up aircraft in the 2006 UK-U.S. transatlantic plot. Tariq helped Islamic extremists pose as airport employees so they could conduct surveillance of security procedures at Heathrow. Tariq allegedly provided information about airport security procedures to the would-be bombers,” the TSA writes.

--“Turkish citizen Adem Yilmaz, reportedly a member of the Islamic Jihad Union cell targeting Germany, was arrested in September 2007. Yilmaz was employed in the security division of rail operator Deutsche Bahn from 1997 until 2002. During that time he worked in the railway station of Frankfurt airport. The airport was one of several targets his cell that allegedly considered,” it adds.

Homemade explosives:
The TSA is concerned about the use of low-cost homemade explosives, and even an exotic chemical bomb called the “Mubtakar.” “Multiple improvised explosive devices (IEDs) and improvised incendiary devices (IIDs) are the most common means of attacking mass transit targets. Although homemade explosives are more likely to be used, chemical and biological attacks are also possible agents for terrorism,” the report says.

“Al-Qa’ida is reportedly interested in producing compact chemical dispersal devices. The group developed a small device called a mubtakar for disseminating cyanogen chloride and hydrogen cyanide. The device is considered efficient in enclosed spaces and could be effective if used in subway cars and underground rail stations,” the TSA analysts conclude.

"Excellent". Let's give the the terroist even more, why don't we also place system maps and drawings in the report too.
But of course there must be another "terror threat" to justify continuing to spend half a billion dollars a day in the " war on terror."
There must always be a threat...and another, and another.
Got to love the government. With yet another terror alert meant to scare the sheeple, we must be secured by our government. How many more years are the US taxpayers going to be duped into suspending the Constitution and the Bill of Rights so Fatherland Security can march over liberty?
I'm more afraid of seeing the USSA rise from the ashes of the USSR.  
So sad these products are distributed to the public letting the terrorists see what we are thinking and allowing them to modify their violent plans or maybe even worse giving wannabe bad guys ideas.
What I believe being overlook here is that the real threat doesn't lie in passenger safety, but safety of communities surrounding railroads.  Thousands of cars containing hazardous materials such as chlorine gas, nuclear waste, ethanol, etc. cross the country every night.  Just today there was another train derailment that caused the evacuation of Mecca, CA due to the hydrochloric gas that was released.

With rails being so accessible to the public, these hazardous material carrying cars should be the real threat.

Here we go again. Nothing specific on election day! I am so embarassed of our government.
Never mind passenger rail... given the decades long poor record of safety and hazmat care and attention, our nation's freight traffic would be even more frightening to consider as a target.  Imagine a tanker of chlorine or ammonia - common on any rails today - being blown up.  It could kill tens of thousands in the surrounding communities in a matter of an hour.  And guess what?  A foreign gov't and company manages the majority of the nation's freight now - Canadian National.  And, their safety record is dismal even without terror threats.  
I heard on the news last night that more people are taking trains now that gas prices are between $3 and $4, and continuing to rise.  I wonder if it is coincidental that the government, led by "Big Oil's Best Friend" (That's Bush if you're not paying attention), all of a sudden says "TRAINS AREN'T SAFE!".  A cynical person would believe they were trying to get people back in their SUVs to guzzle that oil.....=)

I don't spend a moment worrying about terrorists but I worry plenty about the economy & health care

Am I the only one that belives that there is nothing you can do to stop whomever wish to harm the U.S.  
The sole purpose of this BULL-etin is to scare votes away from Barack Obama so the ruling party can get McCain or Hilary into office easier.

We have lives to live.  Get on the trains and live them.  How much more "vigilant" are we supposed to be?
If it says classified,it seems the media reads it as "must release."  I agree with the statement that if the terrorists weren't looking at our rail system before, they are now.  Yes, it's nice to be informed, but there has to be some boundaries set.

Thanks for this "breaking story". This is old news; why is it being treated like fresh information?
We cannot guard against every threat - perhaps the best we can do is guard against the obvious and plan for that which is possible. If we are vigilant and prudent, we will only assume the same risks as faced by our Europeon allies for decades. No sense dwelling on them.
How did a FOUO document make it in a reporter's story and posted on the internet.  The front page of the threat assessment document clearly states that the report shall not be released to the media.  Way to go NBC.  I feel safer already!
The BushCo Fear Machine has, as usual, its exquisite sense of timing.  TSA is a joke, as is DHS.  If nothing happens, they'll take credit; if something happens, they'll say it's because the Demos didn't give them enough money.  
Doesn't come as a surprise to me.  After riding on Amtrak last summer to Maryland I saw a system that was so lax and found myself actually feeling most vulnerable to the possiblity of a terrorist attack.  Just about anyone could get on, by the time tickets were cheked it would give someone enough time to do something.  Lack of security at most of the stops if there were any at all.  I even wondered if the system had even heard of Homeland Security.  It was and will be the first and last time I would take a train.  
When the government tries to warn you all you do is complain. When the terrorists actually succeed all you say is, "why didn't anyone warn us?".
to anyone who thinks terrorists don't already know all this, think again. this is basic stuff for them. to think that we're going to be able to protect ourselves from every threat is also naive (although we could certainly have improved our internal security with that 2 trillion dollars we've blown on the war in iraq). all we can do is the best we can do, and we shouldn't sacrifice the freedoms we have to do so--then the terrorists would truly win. there is no coincidence that this report is coming out during a pivotal election moment--it's probably just paving the way for more such reports to come, when they can best help the republican candidate win the election with the usual scare tactics.
First, I do not agree with the unauthorized release of this type of information. But, since this person did, the least they could have done was summarize. Why would you leak a document like this, its for official use for a reason. Unbelievable!
Sure why not just tell the terrorist's(if they even exist outside of Bush's head)exactly where to strike,lets just advertise the fact that there are weaknesses in security in the transit systems in the U.S.
Sounds like (another)fear tactic, this time  created to give GOP canditate John Mccain a little push. What's the point in even releasing this information? The trains have been and will continue to be potential terrorist targets, this information just freaks people out. When was the last time one of our alert citizens spotted something unusual and disrupted a terrorist attack? None that i'm aware of. If we want to catch terrorists, maybe we should get the hell out of Iraq, and focus on Afghanistan and Pakistan.

Perfect timing!  Just in time for a major primary election date.  I'd like to say I'm surprised, but... as we near the General Election, be prepared to see more and more of this.  It will be one terrorist threat report after another streaming from the White House.

Why do we pay taxes and higher costs of transportation for the privilege of being abused by a TSA that provides no real benefit, as it routinely fails to detect simulated explosives in tests by inpspectors and would even more easily be circumvented with a modicum of knowledge about x-ray inspection devices?
I don't mind the media alerting us to the possible means by which terrorists may attack us, though some people might think it gives the terrorists ideas.  How else are we supposed to be vigilant regarding this threat, however great it actually is?  Should we destroy the media?  Then the terrorists couldn't learn anything.  While we're at it, let's burn all of our books.  Seriously, with so many reactions to stories like this reflecting suspicion about the government's motives, you would think fear-mongering of this sort would be deemed ineffective and abandoned.  Don't our leaders pay attention?

I totally agree with all these people who are criticizing the reporting of "Classified" information. While it may be newsworthy, why do we have to exercise our rights all the way to their very limits?  Is there no moderation left?  Can the media outlets not see the danger?  Sure, terrorist organizations may get their hands on this information. . . .but, dammit, MAKE 'EM WORK FOR IT. . . don't HAND it to them!!
With the release of this report, I believe that MSNBC has displayed poor judgment and has acted in a manner that jeopardizes the safety of the traveling public.
After reading all of the posts I'm actually relieved. Finally our country is starting to wake up.

If you read this and did not know this to be a real threat you are a dumb individual. Think again on how you would not want our GOV. to protect us all and make us think of what could be and then cry why did they not tell us in advance of the threat. Hello is someone in their?
First off the media has a responsibility to report information impacting us so folks criticizing the release frighten me more than the terrorists potential to impact our resources.  If we surrender our right to be informed our country will not be worth fighting for. Suggesting the terrorists could not or have not considered this opportunity is extremely short sighted.  I do not believe the release can be said to be driving people to support the current administration who has contracted control of our ports to foreign nations.  The truth is the best way to reduce the risk of terrorist attack would be for the nation to conduct itself internationally in an ethical and virtuous manner, for a change.  Here's a thought, respect for human rights can begin at home.
Critize the timing, moan about the cost, gripe about the warnings....but when, and I do mean when, the next terrorist attack strikes this country, these same whiners will be wondering why they were not warned, not protected, not saved.  Maybe we could arrange for them to be the first victims.
Trains, huh. Ok, I'll add that to poison in water supplies; ultralights and crop dusters with bio agents; bombs in shopping malls; attacks on football stadia, parades, Disneyland, picnics; crud in the food supply (China has that one covered); radiation everywhere; truck bombs; attacks on bridges and tunnels; cyberwar on the power grid... Guess I'll go hide under the bed where the republicans and dumbest of the democrats (Hillary) want me. By the way, the only REAL attack in the US since 9/11 was the Anthrax mailing. How come we never hear anything about the REAL attack?

Is this new terror threat  worse than todays msnbc reporter suggesting that 9\11 Truth supporters be sent to 'secret torture prisons'?This is probably just another set up for another 'false flag 'terror attack like 9\11. Good  (inside) job guys!
Maybe Bush and his buddies saw the new report that more people are riding the train because of high gas prices and are trying to scare them back to using their cars, so the big fat oil guys can get richer.
I agree that this is a story that might give some an idea. These folks might not even be the terrorists that we are hiding from, cynical comment included, but shows that the news media will do anything for a story.
We must understand that it is a reality to all cooperate then our world will be a heavenly place no starvation or war! Problems will be solved quickly like diease and polution.Just think of the godly respect we would get from the heavens above.It would be an evolutionary leap for mankind! We all deserve this.  
All this talk about security at the airports and now security measures about to be taken at train stations.  How secure are we really?  How good are these TSA people?  Case in point:  As I was leaving the house on my way to the airport I grabbed a jacket. I had no idea that there was a pair of rose pruning shears in the pocket.  I didn't wear the jacket .. I just carried it.  I made it through two security check points and only discovered the shears when I reached JFK and put the jacket on.  Now tell me .. how safe are we?
Perhaps we should leave Homeland Security up to the people since everybody sounds like a subject matter expert..
In a related event, the TSA announced that, for your safety, a metal scanning device, and a body scanner, will be placed outside every doorway in the United States, to scan occupants going in/and leaving, to keep us secure, because it is "notoriously difficult to secure every home."
It would be nice if the government stopped making up all these fake terror threats. Do some real work for a change ok? steups.
FDR once said, 'The only thing we have to fear is fear itself.'  I think the catch phrase of the current administration is 'the only thing we have IS fear.'
